Top 10 EOR Providers for Hiring in Nigeria (2026)
Nigeria is the West Africa EOR market. CAC registration is the entry test; PenCom, NSITF, ITF, and the Pension Reform Act 2014 are the operational ones. Lagos office presence matters because the labour tribunals are state-specific. Every CAC entity verified, every Lagos office checked. Top three have both.
How I scored this list
Verification status is the primary axis — claims without independent CAC verification are downweighted regardless of brand size.
Verified Nigerian legal entity on the public record, 40%
Nigerian company name traceable on the CAC iCRP public registry at icrp.cac.gov.ng, with a physical Lagos (or other Nigerian city) office address published in third-party directories (ZoomInfo, Crunchbase, finelib, ngex, businesslist.com.ng) or on the provider's own Nigeria-specific site. RC Number explicitly published or trivially findable scores higher than entity-name-only.
Nigeria statutory compliance depth, 20%
Demonstrated handling of PAYE bands under PITA (7-24%), Pension Contribution under PRA 2014 (10% employer + 8% employee with PFA routing), NSITF Employee Compensation Scheme (1%), ITF Levy (1% annual for 5+ employee firms), NHF (2.5% employee), NHIA, and Group Life Insurance (minimum 3x annual salary). Expatriate Quota and CERPAC processing capability.
Nigeria tenure and on-ground presence, 15%
Years operating in Nigeria, Lagos office presence with named address, Nigerian or bilingual HR team, and clients on the Nigerian entity (named where available).
Customer evidence and platform capability, 15%
Named Nigerian clients (Chevron is the gold standard reference), payroll processing volume on Nigerian operations, mobile app, multi-currency handling for Naira FX volatility periods.
Nigeria pricing transparency, 10%
Published Nigeria-specific pricing on the marketing page. Transparent pricing scored higher than custom quotes, particularly important given the Naira's FX volatility versus USD/EUR.
The three I'd flag before you scroll.

How to verify a Nigeria EOR before signing.
Six tests to verify a Nigeria EOR provider before signing — the first is non-negotiable.
Step 1
Ask for the Nigerian entity legal name and RC Number (Registration Certificate Number) in writing, then cross-check on the Corporate Affairs Commission iCRP public registry at icrp.cac.gov.ng. The entity should appear as a Limited by Shares (Ltd) company with active status. Compare the published Nigerian address with the address the provider gives you. A mismatch between the entity registered on CAC and the entity invoicing you is a non-starter for any EOR contract. Also confirm the TIN (Taxpayer Identification Number) with FIRS.
Step 2
Confirm Employer Code registration with the relevant State Internal Revenue Service for PAYE — Lagos State IRS (LIRS) for most Lagos hires, but state-specific IRS for hires in other states. PAYE remits to the state where the employee resides, not where the employer is headquartered.
Step 3
Confirm PenCom Employer Code (National Pension Commission registration), NSITF registration (Employee Compensation Scheme), ITF registration (Industrial Training Fund — mandatory for companies with 5+ employees), and a Group Life Insurance policy under the Pension Reform Act 2014 (minimum 3x annual salary). All four are required for legal employment in Nigeria, and the EOR should provide policy numbers and PFA names.
Step 4
Request a redacted sample Nigerian employment contract under the Nigerian Labour Act and a redacted payslip showing PAYE bands under PITA (progressive 7-24%), Pension Contribution under PRA 2014 (10% employer + 8% employee, routed to a named PFA), NSITF (1% of monthly payroll), ITF Levy (1% of annual payroll), NHF (2.5% employee), and NHIA. Confirm the payslip is issued in the name of the legally registered Nigerian entity, not in the name of a foreign holding company.
Step 5
Confirm in writing who files the monthly PAYE return with the relevant State IRS, the monthly Pension remittance with the named PFA, the NSITF return, and the ITF Levy annual return, and ask for the last filing receipts as proof of operational delivery. For expatriate hires, confirm Expatriate Quota application with the Ministry of Interior, CERPAC processing with Nigeria Immigration Service, and STR (Subject To Regularization) visa handling capability.
Step 6
Get the all-in cost in writing for one Nigeria employee including the per-employee fee, FX margin on NGN disbursement (the Naira's FX volatility makes this material — ask for the FX-rate lock methodology and reference rate source), NSITF, ITF, NHF, mandatory Group Life Insurance premium, work permit and CERPAC fees if applicable, and any termination, gratuity, or severance reserves. Ask for two reference customers with Nigeria headcount of similar size to yours and contact them directly about onboarding speed, payroll accuracy during FX-volatile periods, and CERPAC processing time for expatriates.

How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
