Overview

Cyprus is a small EU market with an outsized professional services sector: ship management in Limassol, funds and fiduciary work in Nicosia, and a tech cluster built on relocated teams. Employer on-costs come to about 15.4% of gross: social insurance 8.8%, GESY 2.9%, and three employer-only funds adding 3.7%. Social insurance stops at EUR 5,742 a month in 2026. The 2026 tax reform lifted the tax-free band to EUR 22,000; the top rate stays at 35%. The Termination of Employment Law sets a 26-week probation and notice from one to eight weeks.

PAYROLL & SETUP

Setting Up Payroll in Cyprus

Payroll in Cyprus runs monthly in euros. An employer needs an HE number from the Registrar of Companies, a tax identification code (TIC) and PAYE registration with the Tax Department, a Social Insurance employer number and a GESY registration. Each employee is registered with Social Insurance before the first day of work. Employer contributions in 2026: social insurance 8.8% on insurable earnings up to EUR 5,742 a month, redundancy fund 1.2%, human resource development fund 0.5%, social cohesion fund 2% with no ceiling, and GESY 2.9% on income up to EUR 180,000 a year. The employee pays 8.8% plus 2.65% GESY, withheld with income tax under PAYE. The minimum wage is EUR 1,088 gross a month from the seventh month with the same employer, EUR 979 before. A 13th salary is a matter of contract, common in services. The EOR files the monthly contribution returns and PAYE, issues the payslips and keeps the clearance certificate current.

COMPLIANCE

Termination Rules and Agency Licensing in Cyprus

The Termination of Employment Law sets a 26-week probation, extendable to 104 weeks by written agreement, during which neither notice nor compensation is due. After that, employer notice runs from one week at 26 weeks of service to eight weeks beyond 312. Redundancy pay comes from the Redundancy Fund, not the employer, once the employee has 104 weeks of service. A dismissal the Industrial Disputes Court finds unlawful costs up to two years' pay. The second rule concerns the provider: a private employment agency needs a licence from the Department of Labour under the Private Employment Agencies Law of 2012. An EOR either holds that licence or employs directly through its own Cypriot company. Ask which, in writing, before the first contract.

Key Challenges

  • Social Insurance registration before the employee's first day, not after
  • Six employer contribution lines, two of them capped (EUR 5,742 a month, EUR 180,000 a year)
  • Private employment agencies need a Department of Labour licence under the 2012 law
  • Dismissal after 26 weeks needs a lawful reason; compensation can reach two years' pay
  • Non-EU hires wait for a work and residence permit from the Civil Registry and Migration Department
