Top 10 EOR Providers for Hiring in the Netherlands (2027)
The Dutch test is the Waadi registration. Leasing staff without it is an offence, and the hirer is liable for the lender's unpaid wage tax and premiums. The deeper question is whether the EOR runs a Dutch B.V. or signs your contracts from a partner. The ranking reads what each provider publishes about its Dutch entity; the KVK extract with its Waadi line and the SNA certificate are what you ask for in writing before signing.
How I scored this list
Five things weighted unequally. An active entry in the KVK Handelsregister is a precondition for inclusion, not a scoring dimension.
Waadi registration and SNA certification, 30%
Whether the Dutch entity that leases staff shows the Waadi registration in its KVK extract and holds a current SNA certificate (NEN 4400-1). Both in writing scored highest; a vague "our partner is registered" scored lowest.
Employment model under the WAB, 25%
Owned Dutch B.V. versus partner entity, and whether the provider applies the payrolling rules: the same pay and conditions as your own staff and an adequate pension scheme. Partner models scored mid at best.
Dutch statutory depth, 20%
Monthly loonaangifte to the Belastingdienst, Awf and Aof premiums at the right rate, 8% holiday allowance in May, sector pension fund enrolment, 104-week sick pay with poortwachter reintegration, transition payment reserve.
IND Recognised Sponsor status, 15%
Whether the provider can bring in highly skilled migrants under its own IND recognition, to be confirmed in the public register of recognised sponsors.
Pricing transparency and Dutch customer evidence, 10%
Published monthly fee, setup and offboarding costs stated upfront, and reviews from employees or customers hiring in the Netherlands.
The three I'd flag before you scroll.
Spotlight #1
Rivermate takes the top spot. It is headquartered in Amsterdam, founded in 2020 and part of the Hightekers Group, so the Dutch contract is signed at home rather than through a partner. Pricing is published at $319 to $639 a month by country, with €0 setup and offboarding and 24/7 support over Slack and WhatsApp. The integration set is thinner than Deel's; ask for the KVK extract with its Waadi line before signing.
Spotlight #2
ThisWorks EOR Services is a Nijmegen-headquartered EOR with owned entities in the Netherlands, the UK, Germany, Poland and Spain. IND Recognised Sponsor, 48-hour onboarding, Dutch work permits in about four weeks, relocation services on top, and other global EORs use it as their in-country partner. No published pricing and no self-serve platform: everything goes through a named contact.
Spotlight #3
Parakar is the Dutch-rooted pick. Founded around 2001 in Breda, it runs owned entities and physical offices in the ten core European markets and is an IND Recognised Sponsor in the Netherlands, so knowledge-migrant permits are filed in its own name. The fee is about $750 a month, percentage-based, with a setup fee of the same order and no self-serve platform. You buy people, not software.
Rivermate
Rivermate. Amsterdam-based since 2020, part of the Hightekers Group, $319 to $639 a month by country, €0 setup and offboarding, 24/7 support over Slack and WhatsApp. Fewer integrations than the big platforms. Best for companies that want a Dutch-headquartered EOR at a mid-market price.
ThisWorks EOR Services
ThisWorks EOR Services. Nijmegen-headquartered, owned entities in the Netherlands, UK, Germany, Poland and Spain, IND Recognised Sponsor, 48-hour onboarding. No published pricing or self-serve platform. Best for US and Asian companies whose first Dutch hires need work permits.
Parakar

Remote

Rippling
Rippling. Own entities in about 80 countries, custom quotes (estimates $499–599), setup fee of 5–15% of the contract, annual platform agreement. HR, IT and finance in one system. Best for tech-forward mid-market teams that want Dutch hires beside devices and payroll.
G-P (Globalization Partners)
Globalization Partners. EOR pioneer since 2012, direct-entity model in 180+ countries, from $599 flat with statutory costs extra, SOC 1, SOC 2 Type II and ISO. Setup and termination fees on request. Best for regulated enterprises that want the deepest compliance file.
Workmotion

ADT Solution
ADT Solution. Netherlands-headquartered since 2015, IND and SNA certifications claimed, €250 a month with no setup fee, 48 active EOR countries, gross-to-net calculator online. No SOC 2 confirmed. Best for EU-India corridor hiring where Dutch immigration and price matter most.
Boundless
Boundless. Published pricing from €175 a month in five currencies, no setup fees, 110+ countries, G2 4.8, part of Payoneer since January 2026. Ask about service continuity after the acquisition. Best for European SMBs that want a first Dutch hire at a published price.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Dutch EOR before signing.
Five tests to verify a Dutch EOR provider before signing.
Step 1
Ask for the legal name and the eight-digit KVK number of the Dutch entity that will sign the employment contract. Pull the extract on kvk.nl (the Handelsregister run by the Kamer van Koophandel, a few euros per extract). Check that the entity is a B.V. in active status, that the SBI code covers staffing or payrolling (78.20 or 78.30), and when it was founded. A trade name that points to a foreign group company means your contract is not Dutch.
Step 2
Look for the Waadi line on that same extract. Under the Wet allocatie arbeidskrachten door intermediairs, anyone leasing staff must be registered as such in the Handelsregister; hiring from an unregistered lender is fined on both sides. The KVK's free Waadi check confirms the status by KVK number. A mandatory admission scheme (Wtta) is planned to replace plain registration: ask where the provider stands on it.
Step 3
Ask for the SNA certificate (NEN 4400-1) and check it in the public SNA register. Under Dutch law the hirer is jointly liable for the lender's unpaid wage tax and social premiums (inlenersaansprakelijkheid). An SNA-certified provider plus a deposit of the agreed share into its G-account (a blocked bank account) is what releases you from that liability. A provider that cannot offer a G-account has not thought about your risk.
Step 4
If any hire is a non-EU national, confirm that the Dutch entity appears in the IND's public register of recognised sponsors (erkend referent). Without it, no highly skilled migrant permit can be filed in its name, whatever the sales deck says. Ask for the expected processing time and who pays the IND fees.
Step 5
Get a gross-to-net calculation for one employee at your target salary with every line named: Awf unemployment premium (2.74% permanent, 7.74% flexible), Aof disability (6.27% small employers, 7.63% large), Whk return-to-work premium, Zvw employer levy (6.10%), all up to the €79,409 maximum premium wage; the 8% holiday allowance; the applicable CAO and pension fund with the employer and employee split; the transition payment reserve; the EOR fee; and the FX margin if you fund in another currency. Ask which CAO they apply to payrolled staff and compare it with what your own Dutch employees would get.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
