Hiring in Senegal: Complete Guide 2027
Everything you need to know about hiring and managing employees in Senegal

Overview
Senegal is the Francophone West Africa market foreign employers try first: a CFA franc pegged to the euro, Dakar on GMT, a Code du travail (loi 97-17) that reads like French law. The statutory cost is moderate. IPRES takes 8.4% for pensions; the Caisse de Sécurité Sociale takes 7% for family allowances and 1 to 5% for work accidents on a ceiling of about FCFA 63,000 a month, so the all-in sits at 16 to 20% at mid salaries. The employee pays 5.6%, a cadre 2.4% more. An EOR holds the NINEA and the IPRES and CSS employer numbers, so you hire without an RCCM entry of your own.

Setting Up Payroll in Senegal
Payroll in Senegal runs monthly in CFA francs. Before the first payslip the employer needs an RCCM entry, a NINEA from the ANSD, a DGID registration and employer numbers at IPRES and the CSS. IPRES takes 14% in the general regime, 8.4% from the employer and 5.6% from the employee; cadres add a complementary 6%, split 3.6% and 2.4%, on ceilings the fund sets each year. The CSS is employer-only: 7% for family allowances plus 1%, 3% or 5% for work accidents by activity, on a ceiling of about FCFA 63,000 a month. Income tax follows the CGI annual scale, 0% up to FCFA 630,000 and 40% above FCFA 13.5 million, after a 30% allowance capped at FCFA 900,000; the employer withholds it monthly for the DGID. The SMIG is FCFA 370.526 an hour since 1 July 2023 (décret 2023-1710), about FCFA 64,223 a month; collective agreement grids sit well above it. An EOR holds the numbers and files the returns.
Key Labor Laws &
Requirements
Employment Contracts
- CDI by default; a CDD runs 2 years at most including renewals
- Probation 1 to 3 months by CCNI category, renewable once
- 40-hour week; contracts and payslips in French
Leave & Time Off
- 2 working days of leave per month, 24 a year, more with seniority
- Maternity 14 weeks, paid by the CSS
- About 13 public holidays
Termination Rules
- Written letter and a legitimate reason; notice 1 month, 3 for cadres
- Severance after 1 year: 25% of a month per year, 30% from year 6, 40% past year 10
- Disputes go to the Inspection du travail, then the labour court
COMPLIANCE
Contracts, Notice and Severance under the Code du travail
A permanent contract (CDI) is the default under the Code du travail, loi 97-17. A fixed-term contract runs at most two years including renewals; past that it is a CDI by law. Probation comes from the Convention collective nationale interprofessionnelle: one to three months by category, renewable once. A dismissal needs a legitimate reason and a written letter, then CCNI notice, one month for employees and three for cadres. Severance starts after one year: 25% of the monthly pay per year for the first five years, 30% from the sixth to the tenth, 40% beyond. Maternity is 14 weeks, paid by the CSS. A foreign hire's contract carries the visa of the Direction générale du Travail. Ask the EOR who pays a severance award.
Key Challenges
- Two funds to file every month: IPRES for pensions, the CSS for family allowances and work accidents
- Severance under the CCNI after one year: 25% of a month per year of service, 30% from year 6, 40% past year 10
- A fixed-term contract is capped at 2 years including renewals; past that it is a CDI
- Foreign hires need a contract visa from the Direction générale du Travail and a residence card
- IPRES and CSS ceilings move each year by decision of the fund boards, and the on-cost moves with them
