Top 10 EOR Providers for Hiring in Portugal (2027)
Portugal's structural test is the 14th payment. Holiday and Christmas subsidies each equal a month, the 23.75% Segurança Social applies to both, and a quote built on twelve months is wrong by a sixth. The second test is who signs the contract: the provider's own Portuguese entity, or a temporary work agency that needs an IEFP licence. The NIPC and a 14-month cost sheet are the two things to ask each provider for before signing. Ten answered both.
How I scored this list
Five things weighted unequally.
Segurança Social registration and IEFP status, 30%
Employer registration (NISS) in the provider's own name scored highest. Where staff are leased rather than employed directly, the IEFP temporary work licence had to be produced. No registration, no place on the list.
Portuguese entity confirmed in the Registo Comercial, 25%
NIPC and certidão permanente of an active Portuguese company that signs the employment contract. A foreign entity or an unnamed partner scored zero here.
14-payment payroll handling, 20%
Holiday and Christmas subsidies, the 23.75% contribution on both, the tax-free meal allowance, IRS withholding and the monthly Declaração de Remunerações, all shown on a sample cost sheet.
Portuguese scale and tenure, 15%
Years operating in Portugal, headcount managed there, Portuguese-speaking support and Labour Code expertise.
Pricing transparency on the 14-month cost, 10%
Published fee, setup and offboarding terms, and whether the quote shows the full-year cost including both subsidies.
The three I'd flag before you scroll.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Portuguese EOR before signing.
Five tests to verify a Portuguese EOR provider before signing.
Step 1
Ask for the legal name and NIPC of the Portuguese entity that will sign the employment contract, with the access code to its certidão permanente. Check it on the Portal da Justiça (Registo Comercial): the company should be active, with an object covering HR or employment services and a registered office in Portugal. A provider that offers a foreign entity or a partner it will not name has not answered.
Step 2
Ask for proof of employer registration at Segurança Social (the NISS) and who files the monthly Declaração de Remunerações and the DMR to the tax authority. The hire must be declared before the first day of work. A bad answer is "our local partner handles it" with no NISS attached.
Step 3
Ask whether the provider employs directly or leases staff. Leasing (trabalho temporário) requires an IEFP licence; check the IEFP public list of licensed empresas de trabalho temporário and ask for the licence number. Without it the arrangement is an illegal supply of labour and the user company can be held to be the employer.
Step 4
Get a 14-month cost sheet for one employee at your target salary: 23.75% Segurança Social on every payment, work accident insurance around 1%, holiday and Christmas subsidies, the meal allowance (€6 cash or €10.20 card per day, tax-free) and the provider's fee. A quote built on twelve months is wrong by a sixth.
Step 5
Ask which contract type and probation period they will use and why. A permanent contract carries 90 days of probation (180 for technical or trust roles); a fixed-term contract needs a justified reason written in and stops at two years. Ask which collective agreement (CCT) applies to the role. "We always use fixed-term to stay flexible" is the answer that costs you a conversion to permanent later.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
