Top 10 EOR Providers for Hiring in Cyprus (2027)
Cyprus asks one structural question: who is the employer on the Social Insurance record. The provider's own Cypriot company, an agency licensed by the Department of Labour under the 2012 law, or a partner it does not name. I ranked on what each record publishes. Three name a Cyprus office; the others say nothing about the island, and their takes say so and tell you what to ask.
How I scored this list
Five things weighted unequally.
Employment model in Cyprus, 35%
A Cypriot company of the provider's own, or a licence under the Private Employment Agencies Law of 2012, scored highest. A record that names a Cyprus office scored above one that only claims a country count. A partner model with no name scored lowest.
Cypriot payroll handling, 25%
Six employer lines on one payslip: social insurance 8.8% to the EUR 5,742 ceiling, the three employer-only funds, GESY 2.9%, and PAYE under the 2026 bands. Registration with Social Insurance before day one.
Pricing transparency, 15%
A published monthly fee with setup and termination costs stated. Custom-only pricing scored lower, and lower again when the record warns that Cyprus follows a different fee structure from the provider's home market.
Non-EU hire handling, 15%
Work and residence permits through the Civil Registry and Migration Department, and whether the provider has used the Business Facilitation Unit route for foreign-interest companies.
Eastern Mediterranean footprint, 10%
Offices and managed headcount in Cyprus, Greece and the neighbouring markets a Cyprus buyer tends to pair it with.
The three I'd flag before you scroll.
Spotlight #1
LMW HR Group is the one provider in this list whose record lists Cyprus among its owned offices, next to Greece, Malta, Portugal, the Czech Republic and the UK. Athens-founded in 2013, 2,000+ employees managed, visa help for non-EU workers. No published pricing: the Cyprus fee comes by quote, so ask for it itemised.
Spotlight #2
Deel brings the broadest platform to a Cyprus hire: 150+ countries, owned entities in 100+ markets on its record, $599 a month and a setup fee between $0 and $1,000 depending on the market. The record does not say whether Cyprus sits on the owned side of that line. Ask for the contracting entity's name and HE number before signing.

Mauve Group names Cyprus among its four office locations, with the UK, USA and UAE, and runs 80+ owned legal entities after 30 years without outside funding. About $520 a month on third-party analysis, a ~£250 onboarding fee, Trustpilot 5/5 across 185+ reviews. Pricing is by quote, so ask for the Cyprus figure itemised.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Cyprus EOR before signing.
Five tests to verify a Cyprus EOR provider before signing.
Step 1
Ask for the legal name and HE number of the Cypriot company that will sign the employment contract, and look it up on the Registrar of Companies' public search. You want active status, a registered office on the island and a name that matches the provider's group. An answer of "our European entity" with no HE number means the employer is somewhere else.
Step 2
Ask whether the provider holds a private employment agency licence from the Department of Labour under the Private Employment Agencies Law of 2012, or employs your staff directly through its own Cypriot company. Both are legal. "We work with a local partner" is a third answer, and then you need the partner's HE number too.
Step 3
Ask for the employer registration number with the Social Insurance Services and a current clearance certificate, plus the TIC and PAYE registration with the Tax Department and the GESY registration. The law requires the employee to be registered with Social Insurance before the first day of work: a provider that registers after the start date is already late.
Step 4
If the hire is not an EU national, ask who files the work and residence permit with the Civil Registry and Migration Department, how long their last Cyprus permit took, and whether they have used the Business Facilitation Unit route for a foreign-interest company. A provider that quotes 3 to 7 days for a non-EU hire has skipped the permit.
Step 5
Get a gross-to-net for one employee at your target salary with every line named: social insurance 8.8% employer and 8.8% employee up to EUR 5,742 a month, redundancy fund 1.2%, human resource development fund 0.5%, social cohesion fund 2% uncapped, GESY 2.9% employer and 2.65% employee up to EUR 180,000 a year, PAYE under the 2026 bands (0% to EUR 22,000, 35% above EUR 72,000), and the monthly fee with any setup, termination or FX charge. The employer total should land near 15.4% of gross below the ceiling.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
