Top 10 EOR Providers for Hiring in Norway (2027)
Norway's structural test is the staffing register. An EOR that hires staff out to you is a bemanningsforetak, needs Arbeidstilsynet's approval since 2024, and the 2023 limits on innleie then bind you, the client. The second test is the a-melding: one entity, one organisasjonsnummer, every month. I read each record for a Norwegian entity, a hire-out answer and a published price. GTS Nordic and Darwin name Norway; globals list it as one of 150.
How I scored this list
Five things weighted unequally.
Staffing register and hire-out model, 30%
Whether the record says who employs the worker and whether the arrangement is innleie, which puts the provider in Arbeidstilsynet's staffing register and the client under the 2023 restrictions. No record in this list answers it in full; the score reflects what each publishes and the quote must close the gap.
Norwegian entity and employer registrations, 25%
An owned Norwegian entity with an organisasjonsnummer at Brønnøysund, registered in the Aa-registeret and filing its own a-melding, as the record claims it. A partner model is not excluded; an unnamed one scores lower.
Nordic operating depth, 15%
Offices and staff in Norway or the neighbouring Nordics, years in the market, and whether Norway is a core market or one line in a 150-country list.
Norwegian payroll handling, 15%
The 14.1% zone I rate and the lower zones, OTP at 2% from the first krone, 10.2% feriepenger settled in June, 16 days of employer sick pay before NAV, bracket tax from NOK 226,100, the 25% PAYE option for new arrivals.
Pricing transparency, 15%
A published monthly fee in NOK, EUR or USD, with setup and exit costs stated. Custom-quote providers score lowest here whatever their Nordic depth.
The three I'd flag before you scroll.
Spotlight #1
GTS Nordic is the one Nordic specialist here with an owned Norwegian office (provider claim), founded in Copenhagen in 1999, $100M+ in annual payroll for 500+ contractors. Its own record attributes that payroll to Denmark, Sweden and Finland, so ask what the Norwegian entity employs today, for its staffing-register entry and for the price: none is published.
Spotlight #2
Deel publishes the clearest commercial terms in the list: $599 a month, setup from $0 to $1,000, volume discounts from ten seats, 150+ countries and 300+ integrations. The record claims owned entities in 100+ markets and never names Norway, so the quote has to carry the organisasjonsnummer and say whether the hire is innleie.
Spotlight #3
Remote runs a 100% owned-entity model in 90+ countries (provider claim) with no partners, $599 a month on annual billing or $699 month to month, $0 setup and $0 termination. Nothing in the record mentions Norway. If the Norwegian entity is on Brønnøysund, the no-partner rule is the cleanest answer to the hire-out question in this list.
GTS Nordic
GTS Nordic. Copenhagen-based Nordic specialist founded in 1999 with an owned office in Norway (provider claim), $100M+ annual payroll, 500+ contractors. No published price, no public reviews. Best for agencies and employers whose hiring is Norway and the Nordics first.
Deel
Deel. 150+ countries, 35,000+ customers, $599 a month with setup from $0 to $1,000 and volume discounts from ten seats. The record does not say which entity employs staff in Norway; ask. Best for buyers who want Norway inside a global programme on one platform.
Remote
Remote. 90+ countries on a 100% owned-entity model (provider claim), ranked first for compliance on G2, $599 a month annual or $699 monthly, no setup or exit fee. Norway is not named in the record. Best for IP-sensitive teams that want no partner behind the Norwegian contract.
Swapp Agency
Swapp Agency. Reykjavík-based since 2017, Nordic focus including Norway, per-country price on its dropdown, a salary breakdown before you sign, 3-day onboarding, a team of 2 to 10. Ask whether Norway runs on its own entity. Best for a first Nordic hire with a small team.
Rivermate
Rivermate. Amsterdam-based, part of Hightekers Group, 38 owned entities for 180+ countries, $319 to $639 a month by country, €0 setup and offboarding, 24/7 human support. Norway is not on its published list; ask who employs. Best for European SMBs that want support over software.
Workmotion
WorkMotion. Berlin-based, IEC Gold certified since September 2025, SOC 2 and ISO 27001, 160+ countries from €499 a month, setup and exit not disclosed. The record says nothing about a Norwegian entity; ask. Best for European mid-market buyers who rank certified compliance first.
Boundless
Boundless. Dublin-founded, part of Payoneer since January 2026, EOR from £149 / €175 / $199 a month with no setup fee and public cost calculators. Ask about continuity after the CEO left in February 2026. Best for European SMBs that want a published price.
Darwin Recruitment
Darwin Recruitment. STEM recruiter since 2001, EOR in 14 countries including Norway, EUR 499 a month for office roles and EUR 849 for site engineers. Confirm owned entity or partner and the hire-out framework. Best for engineering and offshore hires sourced and employed.
Multiplier
Multiplier. Singapore-based, 150+ owned entities (provider claim), $459 a month on annual billing or $499 monthly, $0 setup and termination, ESOP administration built in. Norway is not named in the record; ask. Best for mid-market buyers pairing Norway with APAC hires.
G-P (Globalization Partners)
Globalization Partners. EOR since 2012, direct entities in 180+ countries (provider claim), in-house legal in every market, SOC 1, SOC 2 Type II and ISO, from $599 a month. Nothing in the record names Norway. Best for regulated enterprises that buy on certifications.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Norwegian EOR before signing.
Five tests to run on a Norwegian EOR before signing.
Step 1
Ask for the legal name and organisasjonsnummer of the entity that will sign the employment contract, then look it up on the Brønnøysund Register Centre (brreg.no, public search). A group name, or a Dutch or Irish entity with an unnamed Norwegian partner behind it, is a bad answer.
Step 2
Ask whether the arrangement is a hire-out (innleie) or a direct employment, and for the provider's entry in Arbeidstilsynet's staffing register (bemanningsforetaksregisteret), where approval has been mandatory since 2024. Then check your own side: since 1 April 2023 hiring from an agency is allowed only for genuinely temporary work or under a collective agreement with a large union, and it is banned on building sites in the Oslo region. "We are an EOR, not an agency" is not an answer.
Step 3
Ask for proof of the employer registrations: the Aa-registeret, a redacted a-melding receipt from a recent month, the OTP contract at 2% or more from the first krone, and the occupational injury policy. Without the registration no a-melding can be filed in that entity's name.
Step 4
Ask for a sample contract under the Working Environment Act: written within a month, probation up to 6 months with 14 days' notice, notice of 1 to 3 months from the first of the following month, dismissal on objective grounds after a discussion meeting, 25 working days of leave with 10.2% feriepenger paid in June, 16 days of employer sick pay before NAV. For a non-EU hire, ask who files the UDI skilled-worker application and at what salary.
Step 5
Get a gross-to-net for a target salary with every line named: 14.1% arbeidsgiveravgift (zone I, less in the north, 7% for staff posted from the US, Canada or South Korea), 2% OTP, the injury premium, the 10.2% holiday-pay accrual, 22% tax plus bracket tax, 7.6% trygdeavgift, the 25% PAYE option if it applies, the EOR fee and the FX margin on NOK. Then call two Norwegian references.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
