Top 10 EOR Providers for Hiring in Jordan (2027)
Jordan's structural test is who signs the contract. The Labour Law wants an Arabic contract from a Jordanian employer registered with the SSC, and a broker placing staff needs a Ministry of Labour licence. Most global platforms answer "we have a partner". I ranked the ten on what their records publish about Jordan: a named Amman base, a Jordan page, or nothing. The top of the list is headquartered in Amman.
How I scored this list
Five things weighted unequally.
Jordanian company behind the contract, 35%
A Jordanian entity registered with the Companies Control Department and holding an SSC employer file, named in the record or on the provider's Jordan page. A record that names only a Dubai or US entity scores low. Nothing in the record is verified here: the registry check is yours, step 1 below.
Ministry of Labour standing, 20%
Whether the provider describes work permit handling for non-Jordanians and a licence for placing staff, or signs as the direct employer. The Ministry closes some professions to foreigners; a provider that cannot say which is guessing.
Jordan payroll handling, 20%
SSC at 21.75% with the indexed ceiling, monthly ISTD withholding after the JOD 9,000 exemptions, the JOD 290 minimum wage, Arabic contracts and the article 25 compensation reserve.
Regional scale and tenure, 15%
Years in the Levant, named Jordanian or MENA clients, offices in Amman or the Gulf.
Pricing transparency, 10%
A published monthly fee scores; "custom" scores low. Six of the ten publish one.
The three I'd flag before you scroll.
Spotlight #1
Levant Outsourcing is headquartered in Amman and names the SSC, the Ministry of Labour and the Ministry of Finance as service lines, with Philip Morris, PepsiCo and GSK on its client list and seven MENA countries covered. The record publishes no price, no founding year and no registration number, and its EOR page answered a 409 error. Ask for the CCD number before anything else.
Spotlight #2
Connect Resources is a Dubai EOR founded in 2016, an Official Alliance of Randstad, with 150+ in-house specialists and 1,000+ client companies. Jordan sits in its Middle East list beside Lebanon and Egypt. The record is UAE-first: MOHRE accreditation and WPS payroll are documented, the Jordanian employing entity is not. The ten Trustpilot reviews are its only public proof.
Spotlight #3
Deel publishes $599 a month, 150+ countries and owned entities in 100+ markets, the widest platform in the ranking. Its record does not name Jordan, so whether the dinar contract comes from a Deel company or a partner is a question for the sales call. The 35,000 customers and the contractor product make it the default for a Jordan hire inside a global programme.
Levant Outsourcing
Levant Outsourcing. Amman HQ, seven MENA countries, SSC and Ministry of Labour services named, Philip Morris and GSK as clients. No price, no registration number, no reviews in the record. Best for multinationals wanting one Jordan-based partner for the Levant and the Gulf.
Connect Resources
Connect Resources. Dubai-based since 2016, Randstad alliance, 150+ specialists, Jordan among nine Middle East countries. The record documents the UAE, not the Jordanian employer; ask. Best for companies running Gulf and Jordan hires under one regional contract.
Deel
Deel. $599 a month, 150+ countries, owned entities in 100+ markets, the richest integrations in the ranking. The record does not name Jordan; ask which entity signs. Best for global teams adding one or two Amman hires to an existing Deel account.
Keys Payroll
Keys Payroll. Founded 2005 in Cairo, 60+ staff, a Ministry of Manpower award in Egypt and a new Jordan site at keys-payroll.jo citing Labour Law 8 of 1996 and the SSC. The Jordan service is young; ask for Jordan references. Best for Egypt-first companies adding Amman.
Remote
Remote. 100% owned entities in 90+ countries, no partners, ranked first for compliance on G2, $599 on annual billing with $0 setup. The record does not list Jordan; confirm it is an owned market. Best for IP-sensitive engineering hires where the entity model matters.
RemotePass
RemotePass. Dubai-headquartered, 150+ countries from $349 a month, the lowest published fee here, with work permit handling for the Middle East and 750+ reviews. Jordan is not named in the record; ask. Best for budget-led MENA teams paying staff in dinars and dollars.
Multiplier
Multiplier. $459 on annual billing, 150+ owned entities by its own count, ESOP administration and 100+ payroll currencies. Jordan does not appear in the record; ask whether the entity is owned. Best for mid-market buyers wanting one flat fee across several countries.
G-P (Globalization Partners)
Globalization Partners. EOR since 2012, 180+ countries on a direct-entity claim, SOC 1, SOC 2 Type II and ISO, from $599 a month. Jordan is not named; ask for the entity. Best for regulated enterprises adding Jordan to a multi-country owned-entity programme.
mselect
mselect. Founded 2012, UK registered, four Iraq offices and an office in Jordan per its record, IBBC member, clients in energy and NGOs. No pricing, no reviews. Best for energy and aid organisations staffing Jordan alongside Iraq.
Oyster
Oyster. 180+ countries, certified B Corporation, 700+ reviews, $699 a month with $0 setup. Jordan is not named in the record; ask which entity employs. Best for remote-first companies where the ethics posture weighs more than the fee.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Jordanian EOR before signing.
Five tests before signing with a Jordanian EOR.
Step 1
Ask in writing for the legal name and registration number of the Jordanian company that will sign the Arabic contract, then look it up on the Companies Control Department's public search (ccd.gov.jo, Ministry of Industry, Trade and Supply). A limited liability company in good standing is the expected answer. A Dubai, Delaware or Cyprus name means a partner model; that is allowed, but you want the partner's number too.
Step 2
Ask for the SSC employer registration number and a current clearance certificate from the Social Security Corporation. Every employee is registered from the first day; "we register after probation" is unlawful and leaves the work-injury cover off. Ask how the 14.25% and 7.5% appear on the payslip and what ceiling is applied.
Step 3
Ask for the ISTD tax number and a gross-to-net for your salary: the 7.5% employee share, income tax at 5% to 30% after exemptions of JOD 9,000 for the taxpayer and 9,000 for the family, the 1% national contribution above JOD 200,000, and the 14.25% employer share on top. A quote that shows one blended percentage hides the ceiling.
Step 4
If any hire is not Jordanian, ask who holds the Ministry of Labour establishment file, who applies for the work permit, what the annual fee is and whether the role sits in a closed profession. Ask whether the provider holds a Ministry of Labour licence for private employment or labour supply, or employs directly. "The permit is the employee's problem" ends the conversation.
Step 5
Get the all-in monthly cost in writing: the fee, the FX margin on dinar payroll if you fund in dollars, the employer contributions, and the exit reserve: one month's notice, half a month per year of service under article 25 if the contract ends without lawful cause, and the one-month gratuity if the worker is outside the SSC. Then ask for two reference clients with staff in Jordan.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
