Top 10 EOR Providers for Hiring in Hong Kong (2027)
Hong Kong has no EOR licence, so the structural test is the entity. Either the provider employs your staff through its own Hong Kong company, with a Business Registration certificate and an MPF scheme, or it sends you to a partner it will not name. Since 1 May 2025 that entity also carries a long service payment it cannot offset against MPF. For each of the ten I read what the record says about its Hong Kong company and MPF scheme; the Companies Registry name and the MPF trustee are what you ask for. Three answered in writing.
How I scored this list
Five things weighted unequally. There is no EOR licence in Hong Kong, so the entity does the work a licence does elsewhere.
Hong Kong employing entity, 30%
A company on the Companies Registry with a current Business Registration certificate from the IRD, named in writing as the employer on the contract. A partner the provider will not name scores zero here.
MPF and long service payment handling, 25%
Enrolment within 60 days, contributions with the trustee by the 10th, and an accrual for the long service payment since the offsetting abolition of 1 May 2025. Employees' compensation insurance in the provider's own name.
Employment Visa sponsorship, 15%
Whether the provider sponsors General Employment Policy visas through its own Hong Kong company, with a stated lead time, or sends non-residents to a third party.
Hong Kong scale and tenure, 15%
Years operating in the city, a local office, Cantonese and English support, clients with Hong Kong headcount.
Pricing transparency, 15%
A published monthly fee, the setup fee, the deposit, and whether the long service payment accrual sits inside or outside it.
The three I'd flag before you scroll.
Spotlight #1
Links International is the one provider in the list founded in Hong Kong, in 1999, and it still runs its own in-country delivery across 30 APAC and Middle East locations (its claim; I did not see a registry extract). EOR from $300 a month, Workday, SAP SuccessFactors and Oracle integrations, eleven payroll awards in a row in Hong Kong and Singapore. No G2 presence; reference calls do the proving.
Spotlight #2
Deel sits second on breadth: 150+ countries, owned entities in 100+ markets, $599 a month with a setup fee of $0 to $1,000 depending on the country. The record does not name the Hong Kong entity or the MPF trustee; I would ask for both before signing. Volume discounts up to 20% from ten employees.

AYP Group publishes what the other two keep for the sales call: $488 a month, no setup fee, no termination fee, a refundable deposit sized on the notice period and an FX markup it states up front. Founded in Singapore in 2009, owned entities in 14+ Asian markets including Hong Kong (provider claim). Google 4.8/5, no G2 profile.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Hong Kong EOR before signing.
Five tests to verify a Hong Kong EOR provider before signing.
Step 1
Ask for the exact name and company number of the Hong Kong company that will sign the employment contract. Check it on the Companies Registry's Cyber Search Centre (e-Services portal): status live, latest annual return filed, directors listed. A provider that answers with a group name or a Singapore entity has not answered.
Step 2
Ask for a copy of the valid Business Registration certificate issued by the Inland Revenue Department for that same company. The BR number must match the company; an expired certificate or one in another name is a bad sign.
Step 3
Ask which MPF trustee and scheme the entity participates in and for proof of participation, then how the long service payment is accrued for service after 1 May 2025 and whether it is inside or outside the monthly fee. Ask for the employees' compensation insurance policy in the entity's name.
Step 4
If the provider places staff rather than employing them, it needs an employment agency licence under Part XII of the Employment Ordinance. Search the licence number on the Labour Department's Employment Agencies Administration site. If the hire is a non-resident, ask who sponsors the Employment Visa under the General Employment Policy and the lead time.
Step 5
Get a gross-to-net for one employee at your salary with every line named: employer MPF 5% capped at HK$1,500, employee MPF 5% capped at HK$1,500, employees' compensation insurance, the long service payment accrual, the monthly fee, the deposit, and the FX margin if you fund in another currency. No withholding should appear, since salaries tax is paid by the employee; a quote showing tax withheld was built for another country.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
