Top 10 EOR Providers for Hiring in Croatia (2027)
Croatia's structural test is the entity. Does the provider employ through its own d.o.o. in the Sudski registar, or through a temporary-work agency it does not name? Since the 2019 reform the employer pays one contribution, 16.5% for health, so price gaps sit in the fee and the deposit, not in the statutory cost. I read each record for the Croatian entity, the Croatian fee and the exit terms. One provider publishes all three. Most publish one.
How I scored this list
Five things weighted unequally.
Croatian employing entity, 35%
A named d.o.o. in the Sudski registar scores highest. An owned-entity claim without a Croatian name scores mid. A partner or an unnamed agency scores low.
Published Croatian fee and exit terms, 20%
Monthly fee, onboarding and offboarding charges, deposit and notice to end the service, published for Croatia rather than as a global starting price.
Croatian payroll handling, 20%
HZMO e-prijava before day one, JOPPD filing each pay run, municipal income tax rates and the youth relief applied, the €11,958 pension base cap respected.
Local tenure and scale, 15%
Years employing in Croatia, employees on payroll today, an account team that works in Croatian.
Customer evidence, 10%
G2, Trustpilot and Capterra reviews, with more weight for reviews that mention Croatia or the region.
The three I'd flag before you scroll.
Spotlight #1
Remote tops the list on its model, not on a Croatian document. The record says 100% owned entities in 90+ countries and no partners, $599 a month on annual billing with $0 setup and $0 termination, and the G2 #1 rank for EOR compliance. It does not name the Croatian d.o.o. Ask for the name and the MBS before signing.
Spotlight #2
Ambacia is the only provider here whose record names its Croatian employer: Ambacia d.o.o. in Zagreb, founded 2008, 10 years of EOR, 50+ employees on payroll. The fee schedule is published in full: €499 per employee per month, €500 onboarding, €250 offboarding, a deposit of one gross salary plus one fee, 30 days' notice to leave. An employee with the right to work starts within 48 hours.
Spotlight #3
Deel brings the widest platform: 150+ countries, owned entities in 100+ markets, $599 a month with setup from $0 to $1,000 by country. The record does not say whether Croatia is an owned market or a partner one. For a Croatian hire inside a global programme it is the default choice; for a Croatia-only team the fee lands in the same band as Ambacia's without a published Croatian onboarding figure.
Remote
Remote. 100% owned entities in 90+ countries per the record, no partners, $599 a month on annual billing with $0 setup and termination, G2 #1 for EOR compliance. The Croatian d.o.o. is not named; ask for it. Best for compliance-first buyers adding Croatia to a global programme.
Ambacia
Ambacia. Employs through Ambacia d.o.o. in Zagreb, 10 years of EOR. €499 a month, €500 onboarding, €250 offboarding, a deposit of one gross salary plus one fee, 30 days' notice to leave, no reviews on G2. Best for a Croatia-only team that wants the legal employer on the phone.
Deel
Deel. 150+ countries, owned entities in 100+ markets, $599 a month with setup from $0 to $1,000 by country and volume discounts from 10 employees. Whether Croatia is an owned market is not in the record. Best for buyers running Croatia inside a multi-country Deel account.
G-P (Globalization Partners)
Globalization Partners. EOR since 2012, direct entities in 180+ countries per the record, SOC 2 and ISO, 4,000+ clients, from $599 a month with setup and termination on quote. Best for enterprise buyers who want Croatia on an owned-entity contract with in-house legal review.
Multiplier
Multiplier. 150+ owned entities per the record, a flat $459 a month on annual billing or $499 monthly, $0 setup and termination, ESOP administration included. Croatia is not named in the record. Best for mid-market buyers who want one flat fee for a few Croatian hires.
Workmotion
WorkMotion. Berlin-based, 160+ countries, €499 a month, the first IEC Gold Certified EOR (September 2025), SOC 2 and ISO 27001. The record says nothing about the Croatian entity. Best for DACH companies that hire in Croatia and want one European provider for both sides.
Oyster
Oyster. 180+ countries, $699 a month (€649 in euros), $0 setup, a refundable deposit in some markets, B Corp, 700+ reviews. The Croatian entity is not in the record. Best for remote-first companies hiring one or two Croatians alongside a distributed team.
Rivermate
Rivermate. Amsterdam-based, Hightekers Group, 180+ countries through 38 owned entities, $319 to $639 a month by country, €0 setup and offboarding, 24/7 support on Slack. Croatia is not among the named entities. Best for startups that want the lowest exit cost and a human on chat.
Native Teams
Native Teams. Skopje-based, 95+ countries, strongest in the Balkans per its record, salary-scaled EOR from $99 a month, a multi-currency wallet and card per employee, G2 4.1. Entity: ask in writing. Best for small teams on modest Croatian salaries where the fee must scale down.
Atlas
Atlas. 160+ countries on a direct-entity model per the record, $599 a month with the final price on quote, a focus on visa sponsorship and mobility, G2 4.2. Croatia is not listed in the record. Best for enterprise buyers relocating non-EU staff into Croatia on the same contract.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Croatian EOR before signing.
Five tests before signing with a Croatian EOR.
Step 1
Ask for the legal name, the MBS and the OIB of the company that will sign the employment contract. Search it on sudreg.pravosudje.hr, the court register run by the Ministry of Justice; the search is free. The entry should be a d.o.o. with an active status and a registered activity that fits employment services or temporary work. A foreign entity, or a name the sales team cannot give, is a bad answer.
Step 2
Ask whether that company employs your staff as the direct employer or assigns them as a temporary-work agency (agencija za privremeno zapošljavanje). An agency must be entered in the register kept by the Ministry of Labour (MROSP); ask for the entry. Either model is legal. Not knowing which one applies is not.
Step 3
Ask for a gross-to-net calculation for one employee at the target salary in the employee's municipality: health insurance at 16.5% on the employer side, pension at 15% plus 5% on the employee side up to €11,958 a month, income tax at the municipal rates after the €600 allowance, the youth relief if the hire is under 30. Ask who files the JOPPD and when the HZMO e-prijava goes in. Before the first working day is the only acceptable answer.
Step 4
Read the draft employment contract against the Zakon o radu: probation of six months at most, a fixed term only with a stated reason and inside the three-year cap, notice from two weeks, severance after two years at one third of a month per year. Ask who decides a dismissal and who pays the severance when you end the engagement.
Step 5
Get the all-in monthly cost in writing: the fee, the onboarding charge, the offboarding charge, the deposit and when it comes back, the FX margin if you fund in another currency, the notice to end the service. Ambacia publishes every one of these for Croatia. A provider that publishes none should be asked for them line by line.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
