Top 10 EOR Providers for Hiring in Kazakhstan (2027)
Kazakhstan's structural test is the entity. An EOR must employ through a Kazakh legal entity with its own BIN and register each contract in ESUTD in its own name. No licence to check: agencies notify, they are not licensed. Most global platforms use a local partner and say so only when asked. I read each record for what it says about that entity, the published price and the 2026 charges. Two regional specialists lead. The platforms follow.
How I scored this list
Five things weighted unequally. The entity question carries the most weight because there is no licence to replace it.
Kazakh entity and ESUTD registration, 35%
A record that names a Kazakh entity with its own BIN, registering contracts in ESUTD in its own name, scored highest. A named in-country partner scored mid. A record that says nothing about the entity scored lowest, whatever the brand.
2026 payroll handling, 25%
Social tax at 6%, OPVR at 3.5%, the 7 and 50 minimum-wage caps, the 200.00 return and the two-step income tax. A quote still built on 11% social tax is a year out of date.
Central Asian scale, 15%
An office in Almaty or Astana, years in the market, Kazakh and Russian-speaking staff, work permit experience under the regional quotas.
Pricing transparency, 15%
A published monthly fee for Kazakhstan, or at least a published global fee. "Custom" scored lowest.
Customer evidence, 10%
Named clients hiring in Kazakhstan or Central Asia, and review scores where they exist.
The three I'd flag before you scroll.
Spotlight #1
STAFAR has run EOR and outstaffing in Uzbekistan and Kazakhstan since 2004, from an Almaty office in the Rixos Hotel building. Its record names it as the Velocity Global in-country delivery partner for both countries, with ADB and EBRD work and 60+ Fortune 500 clients. No published price and a Russian-language site: ask for the Kazakhstan fee in USD.
Spotlight #2
Gegidze publishes EOR from €199 a month, the lowest figure on this list, with Almaty among its six offices. The €199 is confirmed for Georgia only; the record itself says to confirm the Kazakhstan rate before budgeting. Named clients include Telia, Payoneer and Wizz Air. No SOC 2 or ISO certification is documented.
Spotlight #3
Deel brings the broadest platform: 150+ countries, owned entities in 100+ markets, $599 a month published, 300+ integrations. The record does not say whether Kazakhstan is one of the owned-entity markets. Ask for the Kazakh entity's BIN and whether the ESUTD registration is in Deel's name or a partner's.
STAFAR
STAFAR. The record places it in Almaty since 2004 as Velocity Global's delivery partner for Kazakhstan, with EOR, payroll, migration and OHS. No published fee, Russian-first site. Best for energy and construction operators who want a local back office, not a platform.
Gegidze
Gegidze. Tbilisi-based, Almaty office, EOR from €199 a month with no deposit. The €199 is confirmed for Georgia; the Kazakhstan fee and the signing entity are to confirm. Best for tech and digital companies hiring a few people across the Caucasus and Kazakhstan on a small budget.
Deel
Deel. $599 a month published, 150+ countries, the richest platform in the list. The record does not say which entity employs staff in Kazakhstan; ask for the BIN. Best for buyers adding Kazakhstan to a global EOR programme already run on Deel.
Team Up
Team Up. Founded 2020, claims an owned entity in Kazakhstan among eight, €199 a month with payroll from €35 and laptops from €69. The 4.9/5 rating is self-reported. Best for a 2 to 20 person remote team that needs equipment and a desk in Almaty as well as the contract.
Remote
Remote. Owned entities only, no partners, 90+ countries; the record does not list Kazakhstan among them, so ask before quoting. $0 setup and termination. Best for compliance-first buyers who will only sign once Remote confirms its own Kazakh entity.
Pebl
Pebl. Formerly Velocity Global, 185+ countries through 65 owned entities; STAFAR's record names it as Pebl's in-country partner for Kazakhstan. $599 list, $399 promotional since September 2025. Best for enterprises that want STAFAR's local delivery under a global contract.
Multiplier
Multiplier. $459 a month on annual billing, 150+ owned entities, payroll in 100+ currencies. The record does not name the Kazakh entity; ask. Best for mid-market buyers who want flat pricing and equity administration across APAC and Central Asia.
G-P (Globalization Partners)
Globalization Partners. EOR since 2012, direct entities in 180+ countries by its own account, in-house legal in every market, SOC 2 Type II. Setup fees not disclosed. Best for regulated enterprises that want the longest compliance record and will pay the top of the range.
Truss
Truss. $499 a month including recruiting, payroll, device procurement and background checks, with a recruiting team on the ground in Central Asia. Tech roles only, no third-party reviews. Best for US companies hiring engineers in Kazakhstan from one vendor.
Airswift
Airswift. Forty years of STEM workforce work, in-house EOR with FX management named for Kazakhstan, clients such as Chevron and Worley. No published price, no single hires. Best for oil, gas and mining operators mobilising a project crew, not a company hiring one developer.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Kazakh EOR before signing.
Five tests before signing with an EOR in Kazakhstan.
Step 1
Ask for the legal name and BIN (business identification number) of the Kazakh entity that will sign the employment contract. Look it up on the e-gov business register at egov.kz: it should be active, with a Kazakh address. A provider that names a foreign company, or "our partner" without a BIN, has not answered.
Step 2
Ask who registers the contract in ESUTD on enbek.kz. The registration must be in the employing entity's name before the first working day. Ask for a redacted ESUTD confirmation from an existing hire. If the name on it is a partner's, that partner is your employee's employer.
Step 3
Get a 2026 gross-to-net for one salary with every line named. Employer side: social tax 6%, social contributions 5% capped at 7 minimum wages, OPVR 3.5%, OSMS 3%. Withheld: 10% pension, 2% medical, 10% income tax (15% above 8,500 MCI a year). A sheet showing 11% social tax or 2.5% OPVR is last year's.
Step 4
Ask who files the 200.00 return with the State Revenue Committee and who pays through the State Corporation "Government for Citizens", then ask for a redacted payslip in Kazakh and Russian. A payslip in English only points to a payroll run abroad.
Step 5
For a foreign hire, ask which route applies: work permit under the regional quota, intra-corporate transfer, or an Astana Hub exemption, with the timeline and the fee. Then get the all-in monthly cost in writing: fee, FX margin on tenge, deposit, and the termination reserve (one average monthly wage on redundancy).
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
