Overview

The Czech Republic is the manufacturing and engineering centre of Central Europe, with Škoda in Mladá Boleslav, the Brno software cluster and a Prague services sector that works in English. Employer contributions are 33.8% of gross: 24.8% social insurance to ČSSZ and 9% health insurance, the social part capped at CZK 2,350,416 a year in 2026, the health part not capped at all. The 2025 flexinovela (zákon 120/2025 Sb.) made the Labour Code easier on employers: probation up to 4 months and notice that runs from delivery. An EOR employs the person as a licensed agency and assigns them to you.

PAYROLL & SETUP

Setting Up Payroll in the Czech Republic

Czech payroll is monthly. An employer registers with the tax office (finanční úřad) for wage tax, with ČSSZ within 8 days of the first hire, and with each employee's health insurer (VZP or one of the other six). Employer contributions in 2026 are 33.8% of gross: 24.8% social insurance and 9% health insurance. The employee pays 11.6%: 6.5% pension, 0.6% sickness insurance since 2024 and 4.5% health. Social insurance stops at CZK 2,350,416 a year, 48 times the average wage; health insurance has no ceiling. Wage tax is withheld at 15%, 23% on the part above 36 average monthly wages (about CZK 1,762,800 a year), after the basic credit of CZK 30,840 a year. The minimum wage is CZK 22,400 a month or CZK 134.40 an hour in 2026, CZK 24,900 from January 2027 under the MPSV notice of 23 September 2026. An EOR files the monthly ČSSZ and health-insurer reports, pays by the 20th of the following month and issues the payslip.

COMPLIANCE

Agency Employment and the MPSV Licence in the Czech Republic

An EOR in the Czech Republic employs your hire and assigns them to you. The Labour Code calls that agency employment (section 307a) and the Employment Act (435/2004, section 58) reserves it to agencies licensed by MPSV, with a CZK 500,000 deposit and a public register on the ministry's site. A provider that cannot give you a licence number is either running a partner or operating outside the rule. Termination is the second thing to read: notice is 2 months and runs from the day it is delivered since 1 June 2025, severance on organisational grounds is 1, 2 or 3 average monthly earnings by length of service, and a dismissal for breach of discipline carries 1 month. Contracts must be in writing.

Key Challenges

  • Employer contributions of 33.8% on top of gross, health insurance with no ceiling
  • Agency employment: the EOR needs an MPSV licence and a CZK 500,000 deposit
  • Severance of up to 3 months' earnings on organisational dismissals
  • Czech-language filings with ČSSZ and the health insurer every month
  • Employee card or Blue Card for every non-EU hire
