Best EOR for South Korea, Ranked for 2027

Top 10 EOR Providers for Hiring in South Korea (2027)

South Korea's structural test is the Dispatch Act. Dispatch needs a Ministry of Employment and Labor licence, covers 32 job categories and stops at two years, so most EORs employ through a Korean entity on a service contract. Which of the two a provider uses, and which entity signs, is the first question. I read each record for a Korean entity claim and for four-insurance and severance handling. Where the record is silent, the take says so.

How we stay independent

How I scored this list

Five things weighted unequally. A provider with no claim to operate in Korea was not scored.

Employment model and signing entity, 35%

Direct employment through a Korean entity on a service contract scored highest. Dispatch under a Ministry of Employment and Labor licence scored mid, because the 32-category list and the two-year cap limit the roles it fits. A record silent on both scored low, and the take says so.

Korean entity evidence, 20%

Whether the provider can produce a corporate registration certificate from the Supreme Court registry and a National Tax Service business registration number for the entity that signs. A claim of owned entities counts for less than the documents.

Four-insurance and severance handling, 20%

Enrolment through the Social Insurance Information Service within 14 days, a DB or DC retirement plan funded at 8.33%, the 52-hour ceiling tracked in the timesheet, the year-end settlement filed in February.

APAC scale and Korean-language support, 15%

Years operating in the region, owned entities in neighbouring markets, Korean contracts and payslips, support during KST hours.

Pricing transparency, 10%

A published monthly fee and setup fee scored above a custom quote. Seven of the ten publish a price; three do not.

editor's picks

The three I'd flag before you scroll.

Spotlight #1

Deel tops the list on breadth: owned entities in 100+ markets by its own account, 150+ countries, $599 a month with setup between $0 and $1,000 by country, and the Slack, Workday and ADP integrations a Seoul team will use. What the record does not say is which Korean entity signs and whether it employs directly or dispatches. Ask for the corporate registration certificate before the MSA.

Spotlight #2

Innovare Group is the one record here that names South Korea in its covered list. APAC only since 2000, 25 countries, Project HR Outsourcing for postings of 6 to 18 months, no minimum headcount. Two caveats from my check: the website returned a 403 in October 2026, and the CROPS acquisition of June 2023 means you confirm the team and the pricing before signing.

Spotlight #3

Globalization Partners created the EOR category in 2012 and runs owned entities in 180+ countries by its own account, with SOC 1, SOC 2 Type II and ISO on file and in-house legal teams. From $599 a month flat, statutory costs extra, setup fee not disclosed. The Korean entity is not named in the record: ask for the business registration number.

TEST BEFORE SIGNATURE

How to verify a South Korean EOR before signing.

Five tests to verify a South Korean EOR provider before signing.

Step 1

Ask which model applies: direct employment through the provider's Korean entity on a service contract, or worker dispatch under the Act on the Protection of Dispatched Workers. Dispatch needs a Ministry of Employment and Labor licence, covers 32 job categories and ends at two years. A provider that cannot say which model it uses for your role has not thought about it.

Step 2

Ask for the Korean entity's legal name and its corporate registration certificate from the Supreme Court registry (iros.go.kr), plus the business registration number issued by the National Tax Service. Check the entity is active and that the name matches the one in the MSA. An answer that names a Singapore or Hong Kong company as the employer is the wrong answer.

Step 3

Ask for proof of four-insurance enrolment (National Pension, National Health Insurance, employment and industrial accident insurance) for a current employee, redacted, from the Social Insurance Information Service (4insure.or.kr). Enrolment is due within 14 days of the start date.

Step 4

Ask how severance is funded. The Employee Retirement Benefit Security Act requires a DB or DC retirement plan; contributions run at 8.33% of wage and the benefit is paid within 14 days of leaving. A provider that only accrues severance on its books, or quotes it as optional, leaves you exposed the day the employee resigns.

Step 5

Get a gross-to-net for one Seoul hire with every line named: National Pension 4.75% each side on income capped at about KRW 6.37 million a month, National Health Insurance 3.595% each side plus long-term care at 13.14% of the health premium, employment insurance 0.9% employee and 1.15 to 1.75% employer, industrial accident insurance by industry, withholding on the 6 to 45% schedule plus the 10% local surtax or the flat 19% election, the retirement plan contribution, the FX margin on KRW and the monthly fee. Then ask for one reference customer with Korean headcount.

Best EOR Provider

How to Choose the Right EOR Provider

When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.

Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.

Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
