Hiring in New Zealand: Complete Guide 2027
Everything you need to know about hiring and managing employees in New Zealand

Overview
New Zealand is one of the cheapest places in the OECD to be an employer. There are no social security contributions as such: the employer pays 3.5% into KiwiSaver from 1 April 2026 (4% from April 2028), the tax on it (ESCT) and an ACC work levy that usually stays under 1% of pay. On-costs land at 4 to 6% before leave accruals. The rulebook is the Employment Relations Act 2000 and the Holidays Act 2003: a written agreement is mandatory, a 90-day trial must be in it before day one, and a dismissal outside that trial has to be justified. An EOR hires in 2 to 5 days without a New Zealand company.

PAYROLL & SETUP
Setting Up Payroll in New Zealand
New Zealand payroll runs on PAYE. The employer registers with Inland Revenue, gets an employer IRD number and files employment information within two working days of each payday (payday filing). Income tax has no tax-free band: 10.5% to NZ$15,600, 17.5% to NZ$53,500, 30% to NZ$78,100, 33% to NZ$180,000, 39% above, unchanged for the year to 31 March 2027. New hires join KiwiSaver on day one and can opt out between weeks two and eight; the employer pays 3.5% of gross from 1 April 2026, on top of the minimum wage, plus ESCT on it at the employee's marginal rate. The employee pays 3.5% (3% on request) and the 1.75% ACC earner levy up to about NZ$156,600. The employer's ACC work levy is rated by industry, usually under 1%. Minimum wage: NZ$23.95 an hour for adults from 1 April 2026, NZ$19.16 starting-out and training. Pay is mostly fortnightly. An EOR handles IRD registration, the ACC account, payday filing, KiwiSaver and payslips.

COMPLIANCE
Trial Periods and Justified Dismissal in New Zealand
Every employee needs a written employment agreement before starting, under the Employment Relations Act 2000. Since December 2023 any employer can include a 90-day trial, but only if it is written in and signed before day one: a trial added on day two is void. Outside a valid trial a dismissal must be justified in substance and process, or the employee can raise a personal grievance within 90 days. Notice is what the agreement says, usually two to four weeks. No statutory severance; redundancy pay only if the agreement provides it. The Holidays Act sets leave: four weeks after 12 months, 12 public holidays including Matariki, 10 days of sick leave after six months. The Employment Leave Act changes how leave accrues from August 2028.
Key Challenges
- Holidays Act maths: 4 weeks' leave after 12 months, paid at the higher of ordinary or average weekly pay
- A 90-day trial is void unless written into the agreement before day one
- Dismissal outside a valid trial must be justified in substance and in process
- No tax-free threshold: PAYE starts at 10.5% on the first dollar and is filed every payday
- The Accredited Employer Work Visa needs Immigration New Zealand accreditation of the employing entity
