Hiring in Ghana: Complete Guide 2027
Everything you need to know about hiring and managing employees in Ghana

Overview
Ghana is the easiest entry point in West Africa for an English-speaking employer: contracts, payslips and the Labour Act 2003 (Act 651) are all in English, and Accra sits on GMT. The statutory employer cost is low on paper, 13% of basic salary into the three-tier pension scheme run by SSNIT and an NPRA-registered second-tier trustee, with the employee adding 5.5%. The surprise is the cedi: salaries are paid in GHS and a dollar-funded payroll moves with the rate every month. An EOR holds the SSNIT and GRA registrations, so you hire without a company of your own at the Registrar of Companies.

PAYROLL & SETUP
Setting Up Payroll in Ghana
Payroll in Ghana runs monthly in cedis and needs three registrations before the first payslip: a company at the Office of the Registrar of Companies, a Taxpayer Identification Number and employer PAYE registration with the Ghana Revenue Authority, and an SSNIT employer number, plus enrolment with an NPRA-registered second-tier scheme. Contributions under the National Pensions Act 766 total 18.5% of basic salary: the employer pays 13%, the employee 5.5%; 13.5 points go to SSNIT (2.5 of them to the NHIS) and 5 points to the tier-2 occupational fund. PAYE follows the GRA monthly table for 2026: the first GHS 588 is tax-free, then 5%, 10%, 17.5%, 25% and 30% bands up to GHS 50,000, and 35% above; the employee's 5.5% comes off before tax. Tax is withheld each month and paid to the GRA by the 15th. The national daily minimum wage is GHS 21.77 from 1 January 2026, up 9% on 2025. An EOR holds the registrations and files the returns.
Key Labor Laws &
Requirements
Employment Contracts
- Written contract for any employment of 6 months or more
- Probation set by the contract, usually 6 months
- 40-hour week, overtime by agreement
Leave & Time Off
- 15 working days of annual leave (section 20)
- Maternity 12 weeks at full pay, 2 more for multiple births
- 13 public holidays
Termination Rules
- Notice 2 weeks to 1 month by contract length, or pay in lieu
- Fair reason required (section 62); claims go to the NLC
- Redundancy pay negotiated; 3 months' notice to the Chief Labour Officer
COMPLIANCE
Termination and Redundancy under the Labour Act 2003
Ending a contract in Ghana is a procedure, not a decision. Section 17 of the Labour Act 2003 (Act 651) sets the notice: one month for a contract of three years or more, two weeks for a shorter one, seven days for week-to-week work, or pay in lieu. Section 62 lists the fair reasons; a dismissal outside them is unfair and the employee can file with the National Labour Commission, which can order reinstatement or compensation. Redundancy is the expensive case: section 65 requires three months' notice to the Chief Labour Officer and the redundancy pay is negotiated with the union or the workers, not fixed by law. Ask the EOR who pays a negotiated redundancy award.
Key Challenges
- Two pension registries to file every month: SSNIT for tier 1, an NPRA trustee for tier 2
- Cedi volatility on every dollar-funded payroll run
- Work permits and the GIPC immigrant quota sit with the employing entity
- Redundancy pay is negotiated, not fixed (section 65)
- Unfair dismissal claims go to the National Labour Commission
