Best EOR for New Zealand, Ranked for 2027

Top 10 EOR Providers for Hiring in New Zealand (2027)

New Zealand has no licence for leasing staff, so the test is the entity. Since 2020 the Employment Relations Act lets a worker hired through a labour-hire company name the client in a personal grievance: who signs the agreement, and whether that company sits on the Companies Office register, is your problem too. I read each record for its entity model and its price. Where the record says nothing about a New Zealand company, the take says so.

This refresh:
KiwiSaver employer contribution updated to 3.5% for the year from 1 April 2026; Employment Hero's HeroForce fee is now quoted at about 5% of payroll instead of a published per-employee figure.

How I scored this list

Five things weighted unequally.

New Zealand entity on the Companies Office register, 30%

A record that names an owned New Zealand company scores highest. A global "owned entities in 100+ markets" claim with no New Zealand entity named scores mid. "Through a partner" scores low.

Payday filing, KiwiSaver and ACC handling, 20%

Employment information filed with Inland Revenue within two working days of each payday, KiwiSaver enrolment on day one with the 3.5% employer contribution and its ESCT, the ACC work levy at the right industry rate.

Trans-Tasman operating depth, 20%

Native New Zealand payroll rather than a bureau, support in New Zealand hours, and a track record in Australia and New Zealand rather than a line in a country list.

Accredited Employer status, 15%

Whether the employing entity holds Immigration New Zealand accreditation for the Accredited Employer Work Visa. Without it, no non-resident hire.

Pricing transparency, 15%

A published monthly fee scores highest, a published formula (a percentage of payroll) mid, a discovery call low.

editor's picks

The three I'd flag before you scroll.

Spotlight #1

Employment Hero is the Sydney-based Employment Operating System founded in 2014, and New Zealand is one of its five EOR markets, with native payroll rather than a bureau. The HeroForce fee is quoted at about 5% of payroll; support runs on AEST hours, which is daytime in Auckland. Its record does not name the New Zealand employing entity, so ask for it before signing.

Spotlight #2

Deel runs EOR in 150+ countries with owned entities in 100+ markets and a published $599 a month. The record lists Argentina to Mexico among its named countries; New Zealand is not among them, so the entity question stays open: ask which company signs the agreement and whether it is on the Companies Office register.

Spotlight #3

Remote works only through entities it owns, in 90+ countries, with no partners, at $599 on annual billing or $699 month to month and nothing for setup or termination. Its record flags thinner APAC depth in some markets and support in US and EU hours, so a New Zealand team gets its answers overnight. Ask for the New Zealand company number.

TEST BEFORE SIGNATURE

How to verify a New Zealand EOR before signing.

Five tests to verify a New Zealand EOR provider before signing.

Step 1

Ask in writing for the legal name, company number and NZBN of the entity that will sign the employment agreement. Search it on the Companies Office register (companiesoffice.govt.nz, free) and the NZBN register: status should be registered, not removed, with a New Zealand address and directors listed. A bad answer names an Australian or Singapore company, or "our local partner".

Step 2

Ask for proof of employer registration with Inland Revenue and how payday filing is done: employment information is due within two working days of each payday. Ask for a redacted payslip showing PAYE, the KiwiSaver deduction, the 3.5% employer contribution with its ESCT, and the 1.75% ACC earner levy.

Step 3

Ask how KiwiSaver and ACC are set up. A new employee is enrolled on day one with the KS2 form and can opt out between weeks two and eight; the employer contribution sits on top of the minimum wage. The employer needs an ACC account and pays the work levy at the rate of its classification unit, so ask which unit the EOR uses: an office rate on a construction hire is a problem at the next ACC review.

Step 4

Ask how the 90-day trial and dismissals are run. The trial must be in the agreement and signed before the first day or it is void. Since 2020 the Employment Relations Act lets a labour-hire employee join the controlling third party, you, to a personal grievance, so ask who runs the disciplinary process, who pays a settlement and what the agreement says about notice (two to four weeks is usual).

Step 5

If any hire is not a citizen or resident, ask whether the employing entity holds Immigration New Zealand accreditation for the Accredited Employer Work Visa and who carries the job check. "We handle visas through a partner" means the partner is the employer. Then get the all-in monthly cost in NZD for one hire at a target salary: fee, FX margin, KiwiSaver with ESCT, ACC levy, and the accrual for four weeks' holidays and 12 public holidays.

Best EOR Provider

How to Choose the Right EOR Provider

When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.

Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.

Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
