Top 10 EOR Providers for Hiring in Senegal (2027)
Senegal's structural test is who signs the contract. A firm supplying staff to a client is an entreprise de travail temporaire and needs the Ministère du Travail's authorisation; that entity also carries the RCCM, the NINEA and the IPRES and CSS numbers. Most global platforms answer with an unnamed partner. I read each record for what it publishes about Senegal. One of the ten names a Senegalese entity; for the rest, ask.
How I scored this list
Five things weighted unequally. A record that says nothing about Senegal scores on its global model, and its note says so.
IPRES and CSS handling, 30%
Monthly remittance of the 8.4% employer and 5.6% employee shares to IPRES, the complementary regime for cadres, the CSS 7% plus the 1 to 5% accident rate on the ceiling of about FCFA 63,000, withholding on the CGI scale paid to the DGID, and payslips in CFA francs at or above the SMIG.
Entity and authorisation transparency, 25%
Whether the record names the company that employs staff in Senegal, with its RCCM number and NINEA, and whether that company holds the Ministère du Travail authorisation an entreprise de travail temporaire needs under the Code du travail. A named partner scores above an unnamed one.
Senegal operating substance, 15%
Years in Dakar, clients named as hiring in Senegal, French-language delivery, and whether Senegal appears in the record's coverage list at all.
Code du travail and CCNI handling, 15%
The two-year CDD cap; probation and notice under the CCNI; the 25-30-40% severance scale; 14 weeks of maternity through the CSS; the contract visa from the Direction générale du Travail for foreign hires.
Pricing transparency, 15%
A published per-employee monthly fee; setup and termination fees stated; the FX margin on XOF disbursement disclosed. Custom-only pricing scores low.
The three I'd flag before you scroll.
Spotlight #1
DI-Africa ranks first on Francophone Africa depth, not on a Dakar address: the record lists eight direct offices, the nearest in Côte d'Ivoire, none in Senegal. Mauritius-based, 54+ African jurisdictions by its own count, 1,477 managed employees, SLB, TechnipFMC and ENI among named clients. No published pricing, so ask which entity signs in Dakar and what it charges.
Spotlight #2
Intel Outsourcing Services is the only record here that names a Senegalese entity. Douala-based since 2017, seven OHADA countries with Senegal on the list, IPRES filings in scope, 2,500+ payroll staff by its own count. No reviews on G2 or Trustpilot, no published price; the record itself says to confirm whether IOS or IntelHRC is the contracting entity.
Spotlight #3
Deel ranks third on scale, not on Senegal evidence. 150+ countries, owned entities in 100+ markets by its own claim, $599 a month with setup from $0 to $1,000, 35,000+ customers. Senegal is not named in the record, so ask in writing which entity holds the RCCM and the IPRES employer number, Deel's or a partner's.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Senegal EOR before signing.
Five tests to verify a Senegal EOR provider before signing.
Step 1
Ask for the name, the RCCM number and the NINEA of the company that will employ your staff. The RCCM sits at the commercial court registry in Dakar and the NINEA is issued by the ANSD; a provider that answers with a group name or "our local partner" without naming it has not answered.
Step 2
Ask for the IPRES and CSS employer registration numbers with a current attestation de régularité from each fund, and the DGID registration used for withholding. An attestation that is months old, or none at all, means contributions are not being paid as described.
Step 3
Ask whether the employing company holds the Ministère du Travail authorisation that an entreprise de travail temporaire needs under the Code du travail, and which entity signs: the platform or its partner. If the answer is a partner, ask for the partner's authorisation.
Step 4
If any hire is a foreign national, ask who obtains the contract visa from the Direction générale du Travail, who files the declaration with the Inspection du travail and who handles the residence card. The visa goes on the employer's contract; a provider with no Senegalese employer cannot get it.
Step 5
Get the all-in monthly cost for one employee at your target salary in writing: 8.4% to IPRES (plus 3.6% for a cadre), the CSS 7% and the 1 to 5% accident rate on the ceiling of about FCFA 63,000, the per-employee fee, the FX margin on XOF disbursement, and what the provider reserves for CCNI severance. Check the gross-to-net against the CGI scale (0% up to FCFA 630,000 a year, 40% above FCFA 13.5 million, after the 30% allowance capped at FCFA 900,000) and the 5.6% employee deduction.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
