Top 10 EOR Providers for Hiring in Uganda (2027)
Uganda has no EOR licence. The structural test is simpler and harder: which company signs the employment contract, is it registered at URSB, and does it hold an NSSF employer number. Most global platforms answer with a country count. I read each record for Uganda by name. Five of the ten name it, with an entity or a Kampala office. The other five sell 90 to 180 countries and get an "ask" line in their take.
How I scored this list
Five things weighted unequally.
Who signs in Uganda, 30%
A Ugandan company named in the record, searchable at URSB, scores top. A Kampala office or Uganda in the country list scores mid. A bare country count scores low, whatever the brand.
NSSF and PAYE handling, 25%
The 10% employer and 5% employee NSSF shares on uncapped gross, the PAYE return by the 15th, a URA TIN for every hire before the first payslip, local service tax remitted to the council.
East Africa scale, 20%
Entities, managed staff and named clients in Kenya, Tanzania, Rwanda and Uganda, as the record states them.
Pay rails and permits, 10%
UGX payroll, mobile money disbursement for staff without a bank account, and class G work permit handling with the Directorate of Citizenship and Immigration Control.
Pricing transparency, 15%
A published per-employee fee scores top; a quote form scores low. Six of the ten publish nothing.
The three I'd flag before you scroll.
Spotlight #1
Workpay lists Uganda among its 35+ African countries and pays salaries by mobile money through Flutterwave, which matters for field staff outside Kampala. Nairobi-founded in 2017, 1,000+ clients, $13.9M raised from Visa, Y Combinator and Norrsken22. The EOR line is new (2024) and the record does not name the Ugandan employer: ask before signing.
Spotlight #2
Remote Solutions Africa runs EOR, payroll, immigration and health insurance from Lagos across 40 African countries, with Uganda named under East Africa. Payment rails are Paystack and Flutterwave. The record carries no independent reviews, no price and no statement of whether Uganda is served through its own company or a partner.
Spotlight #3
Deel is the only one of the three with a published fee: $599 per employee per month, setup $0 to $1,000, volume discounts up to 20% from ten hires. 150+ countries, owned entities in 100+. Uganda does not appear in the record by name, so the first question is whether it sits among the owned entities or with a partner.

ShimaHR Consultants
ShimaHR Consultants. Nairobi consultancy with a Kampala office and a Uganda contact, EOR in Kenya, Uganda and South Sudan. No founding year, team size or certification in the record; website down at review time. Best for NGO teams that want a local desk, after due diligence.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Ugandan EOR before signing.
Five tests before signing with a Ugandan EOR.
Step 1
Ask for the legal name and registration number of the company that will sign the employment contract, in writing. Search it on the Uganda Registration Services Bureau (URSB) online registry. A foreign parent, a Nairobi company or a "local partner" with no name is a bad answer.
Step 2
Ask for that company's URA TIN, its PAYE registration and its NSSF employer number, plus a current NSSF clearance certificate. The certificate shows the fund has been paid: an employer in arrears cannot produce one dated this quarter.
Step 3
Ask whether the workplace is registered with the Labour Office and whether the firm holds a recruitment agency licence from the Ministry of Gender, Labour and Social Development, which a business that recruits and places workers needs. An EOR that only employs may not need one; it should say which case it is in.
Step 4
Get a gross-to-net in UGX for one named salary: NSSF 10% employer and 5% employee on uncapped gross, PAYE on gross before NSSF (nil to UGX 235,000, then 10%, 20%, 30% above UGX 410,000, plus 10% above UGX 10 million), local service tax, and the fee in USD. A sheet that caps NSSF or deducts it before PAYE is wrong.
Step 5
For a foreign hire, ask who files the class G work permit with the Directorate of Citizenship and Immigration Control, how long the last case took and whether a Ugandan understudy was required. Then ask for the contract template: it should state probation (six months, one extension), notice by tenure and the severance rate, since the Act sets none.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
