Best EOR for Pakistan, Ranked for 2027

Top 10 EOR Providers for Hiring in Pakistan (2027)

Pakistan has no staffing licence. The test is which name sits on the EOBI employer file and the PESSI or SESSI registration: the provider's own SECP-registered company, or a local partner's. Two of the ten run their own Karachi payroll; most of the globals answer with "a partner" and a 150-country map. The ranking reads each record for the employing entity; the SECP registration and the EOBI number are the two things to ask for before signing.

How we stay independent

How I scored this list

Five things weighted unequally.

Registrations in the provider's own name, 30%

An EOBI employer number, a PESSI or SESSI registration and an FBR NTN on the Active Taxpayer List, all held by the entity that signs the appointment letter. A partner's file scores low.

Entity model, 25%

Whether a SECP-registered company of the provider employs the staff or a local partner does. Owned entity confirmed in writing scored highest; a partner with no name scored lowest.

Provincial payroll handling, 20%

Correct social security body and ceiling for Punjab, Sindh, KP and Balochistan, gratuity accrual or a provident fund, the 2025-26 salary tax schedule and non-filer rates.

Pakistan scale and tenure, 15%

Years running Pakistani payroll, headcount on it, offices in Karachi, Lahore or Islamabad, named local clients.

Pricing and funding transparency, 10%

A published monthly fee, the FX margin on PKR funding stated, no setup or offboarding fee hidden in the quote.

editor's picks

The three I'd flag before you scroll.

Spotlight #1

e-square Global Partners is the oldest Pakistan EOR in the list: Karachi-based since 2006, around 10,000 payroll employees for 100+ clients, ISO 27001:2022, and its own CoreHRMS platform. Teamed and Rivermate use it as their Pakistan partner, the strongest in-country validation here. No published price and no verified reviews, so get the quote and two client references first.

Spotlight #2

Deel takes second place on platform breadth rather than Pakistan depth: 150+ countries, owned entities claimed in 100+ markets, $599 a month, contractor and EOR in one tool. The record does not name a Pakistani entity. I would sign only after Deel states in writing which company holds the EOBI file for your hires.

Spotlight #3

Vurke is a UAE free-zone provider founded in 2011 that lists Pakistan among five direct-operations markets, with EOBI compliance named on its site. The record flags the gaps: zero Clutch reviews, no named management, and the own-entity wording changes from page to page. Useful for a UAE plus Pakistan team; ask for the entity status before paying.

TEST BEFORE SIGNATURE

How to verify a Pakistani EOR before signing.

Five tests to verify a Pakistan EOR provider before signing.

Step 1

Ask for the legal name and SECP registration number (CUID) of the company that will sign the appointment letter. Search it on the SECP eServices company search. A provider that names a group entity in Singapore or Delaware and no Pakistani company is using a partner; ask for the partner's name and run the same search on it.

Step 2

Ask for that company's National Tax Number and check it on the FBR Active Taxpayer List. An entity off the list withholds at the higher non-filer rates, and your employee pays for it. Ask for a redacted monthly withholding statement under section 165 of the Income Tax Ordinance.

Step 3

Ask for the EOBI employer registration number and a redacted EOBI contribution receipt from the last quarter. The contribution is flat (PKR 2,000 employer, PKR 400 employee on the PKR 40,000 minimum wage); a provider quoting EOBI as a percentage of salary has not run Pakistani payroll.

Step 4

Ask which provincial social security institution the hire will be registered with (PESSI in Punjab, SESSI in Sindh, KPESSI, BESSI) and for the registration number. Staff in Lahore cannot sit on a Karachi SESSI file. Ask whether gratuity at 30 days' wages per year is accrued monthly or a provident fund replaces it.

Step 5

Get the all-in monthly cost for one employee at a target salary in writing: the fee, the 6% social security, the EOBI amount, gratuity accrual, medical insurance if offered, and the FX margin on PKR funding (most providers invoice in USD and convert). Then ask for two reference clients with Pakistan headcount and call them about payslip timing and termination handling.

Best EOR Provider

How to Choose the Right EOR Provider

When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.

Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.

Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
