Overview

Croatia joined the euro and Schengen on 1 January 2023, so a hire in Zagreb or Split is paid in EUR and travels without a border check. Employer cost is low: since the 2019 contribution reform the employer pays health insurance at 16.5% of gross and nothing else, while the employee carries the 20% pension contribution. Income tax is set by each municipality inside legal bands, 23% and 33% in Zagreb, and under-25s pay none. The minimum wage is €1,050 gross in 2026. An EOR employs through its own d.o.o. or through a registered temporary-work agency. Which one decides who signs the contract.

PAYROLL & SETUP

Setting Up Payroll in Croatia

Croatian payroll runs monthly and the salary is due by the 15th of the following month (Zakon o radu). Before the first working day the employer files the e-prijava with HZMO, which since 2014 also counts as the HZZO health registration; the employing company itself sits in the Sudski registar with an OIB. The employer contribution is health insurance at 16.5% of gross, with no ceiling. The employee pays 20% for the pension, 15% to the first pillar and 5% to the second, on a base capped at €11,958 a month in 2026. Income tax is withheld at the rates of the employee's municipality: 15% to 23% on up to €5,000 a month and 25% to 33% above, after a €600 monthly allowance. Under-25s pay none and 26 to 30-year-olds half. Each pay run goes to the tax office on the JOPPD form. The minimum wage is €970 gross in 2025 and €1,050 in 2026 (NN 132/2025). A work-results bonus of €1,200 and occasional bonuses of €700 a year are tax-free in 2025.

COMPLIANCE

Fixed-Term Limits and Dismissal Rules in Croatia

The Zakon o radu caps fixed-term contracts at three years in total and three consecutive contracts (2022 amendment, in force since 1 January 2023); a fourth contract is open-ended by law. Probation runs up to six months. Employer notice starts at two weeks under one year of service and reaches three months at twenty years. Severance is due after two years of service: at least one third of the average monthly salary per year worked, capped at six salaries unless the contract says more. A dismissal must be written and reasoned, and a works council, where one exists, consulted first. An EOR that employs through a temporary-work agency adds a second layer: that agency must sit in the register of the Ministry of Labour.
