Top 10 EOR Providers for Hiring in Uruguay (2027)
Uruguay's structural test is Ley 18.251. A firm that supplies staff to your company is an intermediary under that law, and you are jointly liable for its unpaid wages and BPS contributions. So the question is which entity holds the BPS employer number, and whether it can show a current certificado común. I read each record for Uruguay. One names the country; the rest claim it by country count.
How I scored this list
Five things weighted unequally.
Who employs the worker in Uruguay, 30%
Whether the record names a Uruguayan entity with its own BPS employer number, or claims the country by count. Under Ley 18.251 the user company is liable for an intermediary's unpaid wages and contributions, so an unnamed entity scored lowest.
BPS and DGI handling, 25%
Monthly BPS nómina, IRPF withholding on the 2026 BPC bands, FONASA rates by family situation, aguinaldo in June and December, salario vacacional, and the consejo de salarios category on the payslip.
Río de la Plata scale, 15%
Operating depth in Argentina and Uruguay together, since most Montevideo teams are hired alongside Buenos Aires ones.
Pricing transparency, 15%
A published monthly fee, setup and offboarding fees stated, and whether the dismissal reserve is named up front.
Customer evidence, 15%
G2, Trustpilot and Capterra review volume, and what reviewers say about support and payment timing.
The three I'd flag before you scroll.
Spotlight #1
Biz Latin Hub is the only record here that names Uruguay: 18 wholly owned LATAM offices from Argentina to Uruguay, part of Vistra since 4 December 2025, and a B2B sub-contractor to Deel and Multiplier. It publishes no fees and positions EOR as a step toward your own entity, so ask for the Montevideo price and whether permanent EOR is on offer.
Spotlight #2
Deel lists 150+ countries with owned entities in 100+ markets at a published $599 a month, setup $0 to $1,000. Its record does not name the entity that would hold the BPS employer number in Uruguay, and Biz Latin Hub's record lists Deel as a client of its LATAM sub-contracting. Ask which of the two signs your contract.
Spotlight #3
Rivermate absorbed Serviap Global's Latin American operations on 28 April 2026 and runs 38 owned entities across 180+ countries, EOR priced per country from $319 to $639 a month with €0 setup and offboarding. Its list names Paraguay and Bolivia but not Uruguay; the record does not say which entity would employ in Montevideo.
Biz Latin Hub
Biz Latin Hub. Uruguay named among 18 wholly owned LATAM offices, part of Vistra since December 2025, sub-contractor to Deel and Multiplier. No published fees and no G2 profile. Best for buyers planning a Montevideo entity later and wanting one vendor until then.
Deel
Deel. 150+ countries, owned entities in 100+ markets, $599 a month published, volume discounts to 20%. The record does not name the Uruguayan employer; ask whether it is Deel's own entity or a sub-contractor. Best for buyers adding Montevideo to a global Deel programme.
Rivermate
Rivermate. 38 owned entities, Serviap Global's LATAM operations since April 2026, EOR from $319 to $639 a month by country, €0 setup and offboarding, 24/7 human support. Uruguay is not named in its list. Best for buyers who want a price up front and a human contact.
Remote
Remote. 100% owned-entity model across 90+ countries, $599 a month on annual billing or $699 monthly, $0 setup and termination, #1 on G2 for EOR compliance. Its own record flags limited Latin America depth in some markets. Best for compliance-first buyers with IP to protect.
Ontop
Ontop. Miami-based, LATAM-focused, EOR quoted around $499 a month, contractors at $29 plus 1%, USD wallet for the worker. EOR is secondary to its contractor product and the entity is not named. Best for US companies paying a mixed Montevideo team of contractors and employees.
Multiplier
Multiplier. 150+ owned entities (provider claim), flat $459 a month on annual billing or $499 monthly, $0 setup and termination, ESOP administration built in. Uruguay is claimed by count only. Best for mid-market buyers who want a flat price and equity for the Montevideo team.
G-P (Globalization Partners)
Globalization Partners. Direct-entity model across 180+ countries since 2012, from $599 a month, SOC 1, SOC 2 Type II and ISO 27001, in-house legal teams. Setup and termination fees are not published. Best for regulated enterprise buyers who pay for the compliance file.
Serviap Global
Serviap Global. Mexico City LATAM EOR since 2010, bilingual support, $399 a month on a price list that predates the merger. Part of Rivermate since 28 April 2026; contracts continue there. Best for buyers who want the Serviap LATAM team on a Rivermate contract.
Oyster
Oyster. B Corp certified, 180+ countries, $699 a month with $0 setup and a refundable deposit in some markets, equity administration. No 24/7 support and the Uruguayan entity is not named. Best for remote-first companies where the B Corp posture matters.
Atlas
Atlas. 160+ countries through owned and partner entities (provider claim), $599 a month on custom quote, visa and immigration support, 9,000 L&D courses. No contractor product. Best for enterprise buyers relocating staff to Montevideo under one HXM platform.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Uruguayan EOR before signing.
Five tests before you sign with an EOR for Uruguay.
Step 1
Ask in writing for the legal name of the entity that will employ your staff, its DGI RUT and its BPS employer number (número de empresa), and for a current certificado común showing BPS and DGI compliance. A provider that answers with its group name and no Uruguayan number is a partner model.
Step 2
Ask who signs under Ley 18.251. The law on subcontracting, intermediation and labour supply makes the user company jointly or subsidiarily liable for the supplier's unpaid wages and contributions. Get the signing entity's BPS certificate and ask how often it will be renewed during the contract.
Step 3
Ask for the MTSS planilla de trabajo registration, the Banco de Seguros work-accident policy and the entity's registration at the Registro Nacional de Comercio. Missing any of the three means the employee is not lawfully declared.
Step 4
Ask which consejo de salarios group and category the role falls under, the current floor for that category, and how the probation clause will be written, since the 90-day trial exists only in the contract and only if signed before the first day.
Step 5
Get a gross-to-net in pesos with every line named: employer retirement 7.5%, FONASA 5%, FRL 0.1%, the BSE premium, employee retirement 15%, FONASA 3% to 8%, FRL 0.1%, IRPF on the 2026 BPC bands, the aguinaldo accrual, the salario vacacional, the dismissal reserve of one month per year, the EOR fee and the FX margin if you fund in dollars.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
