Best EOR for Finland, Ranked for 2027

Top 10 EOR Providers for Hiring in Finland (2027)

Finland's structural test is the entity. A firm that hires out staff here is a temporary agency under the Employment Contracts Act, and the user company's collective agreement can follow the worker, so the first question is which Oy signs and which agreement it applies. Most records answer with a country count. I read the ten records for the Finnish entity, the TyEL provider and the agreement. Where a record says nothing, the take says so.

October 2026 refresh: the cost notes now carry the 2026 TyEL, unemployment and health insurance rates, and Rivermate's published $319–639 range replaced an older quote.

How we stay independent

How I scored this list

Five things weighted unequally.

The Finnish employing entity, 35%

A record that names a Finnish Oy, or an owned-entity model with Finland on the list, scores highest. A country count with no entity named scores mid. A partner model with no partner named scores low.

TyEL, Incomes Register and the collective agreement, 20%

Whether the record names the pension company carrying the TyEL policy, the Incomes Register filing and the generally binding agreement applied to the role.

Pricing published for Finland, 20%

A fee on the website scores full marks. A band by country scores mid. "Custom" scores low whatever the sales process promises.

Nordic scale and tenure, 15%

Years operating in the Nordics, headcount employed there, an office in Helsinki or another Nordic capital.

Migri and immigration handling, 10%

Documented residence permit work for non-EU hires: the specialist permit, the employed-person permit, who files and how long it takes.

editor's picks

The three I'd flag before you scroll.

Spotlight #1

GTS Nordic is the one record on this list that names Finland as an owned office rather than a line in a country count. Founded 1999 in Copenhagen, $100M+ annual payroll, 500+ concurrent contractors, Vastuu Group Reliable Partner status in Finland. The gap is pricing: nothing published, and no public reviews. Ask for the Finland fee and two references.

Spotlight #2

Deel brings the broadest platform: 150+ countries, owned entities in 100+ markets, contractors and EOR in one product, $599 a month. Its record names Germany and France among its markets but not Finland, so the first question on the call is the business ID of the employing Oy and the pension company carrying its TyEL policy.

Spotlight #3

Remote answers the entity question by design: 100% owned entities, no partners anywhere in its 90+ countries, ranked first for compliance on G2. $599 on annual billing, $699 monthly, nothing at setup or termination. Confirm Finland is on the list and get the business ID in writing. Finnish IP assignment clauses are where its framework earns the fee.

TEST BEFORE SIGNATURE

How to verify a Finnish EOR before signing.

Five tests to run on a Finnish EOR before signing.

Step 1

Ask for the legal name and business ID (Y-tunnus) of the entity that will sign the Finnish employment contract. Look it up on ytj.fi, the Business Information System run by the PRH and the Tax Administration: the company should be active, in the Trade Register, the Employer Register and the prepayment register. A business ID that belongs to a payroll bureau or a law firm rather than the provider tells you the model is a partner.

Step 2

Ask which pension company carries the entity's TyEL insurance (Ilmarinen, Varma, Elo or Veritas) and which insurer holds the accident and group life policy, and ask for the certificates. The Contractor's Liability Act (tilaajavastuulaki) requires a user company of hired labour in Finland to collect these before work starts, together with a tax debt certificate; whether it reaches a client with no Finnish presence is a question for counsel, but the document set is the right checklist either way. A Vastuu Group Reliable Partner report bundles them.

Step 3

Ask which collective agreement applies to the role. A firm hiring out staff is a temporary agency under the Employment Contracts Act, and when it is bound by no agreement of its own, the user company's generally binding agreement applies to the worker: pay floor, holiday bonus, working time. A provider that cannot name the agreement for a software developer (the IT services agreement) is guessing at the payslip.

Step 4

Get a gross-to-net calculation with every line named: withholding per the tax card, TyEL 7.30% (8.65% at 53 to 62), unemployment 0.89% and health insurance 1.98% on the employee side; TyEL 17.10%, unemployment 0.31%, health insurance 1.91% and the accident premium on the employer side. Ask for a sample Incomes Register confirmation showing the five-day filing. A quote that lumps the employer side into one "statutory costs" line hides the 2026 rates.

Step 5

For a non-EU hire, ask which Migri permit the provider files: the residence permit for an employed person, which goes through the TE Office's labour market test, or the specialist permit for degree-holders above the salary threshold, which does not. Ask who pays the fee, how long the last three cases took and whether the employing entity holds Migri's employer certification. A provider that answers "the employee applies" has no immigration service.

Best EOR Provider

How to Choose the Right EOR Provider

When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.

Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.

Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
