Top 10 EOR Providers for Hiring in Canada (2027)
Canada has no single licence to check. The test is whether the provider employs your hire through a Canadian corporation it can name, with a CRA payroll account and a workers' compensation registration in the right province, and whether it can run Quebec, where the payroll and the contract language change. The ranking reads what each provider publishes about its Canadian entity; Corporations Canada or the provincial registry is where you confirm it before signing. Ten passed.
How I scored this list
Five things weighted unequally. A Canadian entity the provider names in writing is a precondition for inclusion, not a scoring dimension.
Registrations behind the entity, 30%
Corporations Canada or provincial registry entry in active status, a CRA business number with a payroll (RP) account, and workers' compensation registration (WSIB, CNESST, WorkSafeBC) in the provinces where you hire. All three asked for in writing.
Quebec and multi-province depth, 25%
QPP, QPIP and Health Services Fund remittances to Revenu Québec, CNESST registration, French-language contracts and HR documents under Bill 96, and province-specific contracts rather than one Canadian template.
Termination handling, 15%
Contracts with ESA-compliant termination clauses that survive Ontario case law, statutory notice and severance calculations by province, and a stated process for common-law notice disputes.
Pricing transparency in CAD, 15%
Published Canadian price, setup, deposit and termination fees stated, FX margin on CAD disbursement disclosed. Quote-only pricing scored lowest.
Canadian scale and customer evidence, 15%
Canadian headquarters or team, reviews from Canadian employees or Canada-hiring customers on G2, Trustpilot and Capterra, and named Canadian references.
The three I'd flag before you scroll.
Spotlight #1
Deel is the widest platform in the ranking: EOR, contractors, global payroll and HRIS in one tool, 150+ countries, owned entities claimed in 100+ markets. Canada is one seat among many, at $599 a month with a $0–1,000 setup fee by market. It ranks first for buyers who will hire in Canada and elsewhere under one vendor, not for the lowest Canadian price.
Spotlight #2
Borderless AI is the only global EOR here headquartered in Canada: Toronto, founded 2022. It claims 100% owned entities in 170+ countries, publishes $579 a month with no setup fee and no salary deposit, and holds a 4.9/5 on G2. A team of about 38 people and a narrower integration list than Deel or Remote are the two things an enterprise buyer should stress-test.
Spotlight #3
Thirdsail does one country. Toronto-based, Canada-only EOR at $350 USD a month, the lowest published Canadian starting price in this series, with a path from EOR to company formation. Two internal staff, no G2 or Trustpilot reviews, no named leadership: ask for client references before signing. For a US company making its first Canadian hires, it is the cheapest compliant route.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Canadian EOR before signing.
Five tests to verify a Canadian EOR provider before signing.
Step 1
Ask for the legal name of the Canadian corporation that will employ your staff and where it is incorporated. Search it on the Corporations Canada federal register (free, ic.gc.ca) or the provincial one: the Ontario Business Registry or the Registraire des entreprises du Québec. It should appear active, with directors listed. A provider that names only its US or UK parent, or says "our Canadian partner", has not answered.
Step 2
Ask for confirmation that the entity holds a CRA business number with a payroll (RP) account and remits source deductions itself. Ask for a redacted sample pay statement showing CPP, EI and income tax lines and a redacted T4. If the payroll is run by a third party, ask who, and who signs the Records of Employment.
Step 3
Ask for the workers' compensation registration in each province where you plan to hire: WSIB in Ontario, CNESST in Quebec, WorkSafeBC in British Columbia. Registration is mandatory for most employers and the premium (0.2–3% by industry) must appear in the cost sheet. A blank there means the provider has not run that province.
Step 4
Ask for a sample Canadian employment contract for your target province and read the termination clause. It must meet the Employment Standards Act minimums in every scenario, or Ontario courts will void it and the employee falls back on common-law reasonable notice, up to 24 months. For Quebec, ask for the French version and confirm the provider can run QPP, QPIP and the Health Services Fund through Revenu Québec.
Step 5
Get the all-in monthly cost in writing for one employee at a target salary in CAD: the service fee, employer CPP (5.95% between the CAD 3,500 exemption and the YMPE of CAD 74,600, maximum CAD 4,230.45, plus CPP2 at 4% up to the YAMPE of CAD 85,000, maximum CAD 416), EI (1.4 times the 1.63% employee rate on earnings up to CAD 68,900, so 2.28%, maximum CAD 1,572.30; Quebec runs a lower EI rate plus QPIP), the provincial payroll tax where it applies (Ontario Employer Health Tax 1.95% above the exemption), workers' compensation, the group benefits premium, the FX margin on CAD disbursement, and any deposit, setup or offboarding fee. Check the withholding against the 2026 federal brackets: 14% to CAD 58,523, 20.5% to 117,045, 26% to 181,440, 29% to 258,482, 33% above, plus provincial tax, for combined top rates of roughly 44–54% by province. Then ask for two reference customers with Canadian headcount.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
