Top 10 EOR Providers for Hiring in Sweden (2027)
Sweden's structural test is the collective agreement. No law sets pay or pension; a kollektivavtal or hängavtal does, and an EOR without one has to show how it replaces ITP and the Fora insurances. The second test is uthyrningslagen: leased staff get equal treatment. I read each record for a Swedish entity, a pension answer and a published price. GTS Nordic lists an owned Swedish office; most globals list Sweden as one country in 150.
How I scored this list
Five things weighted unequally.
Collective agreement or ITP-equivalent pension, 30%
Whether the record names a kollektivavtal or hängavtal, or explains how occupational pension and the Fora insurances are replaced. No record in this list does so in full; the score reflects what each publishes and the quote must close the gap.
Swedish entity and Skatteverket employer status, 25%
An owned Swedish entity with an organisationsnummer on Bolagsverket and employer registration at Skatteverket, as the record claims it. A partner model is not excluded; an unnamed one scores lower.
Nordic operating depth, 15%
Offices and staff in Sweden or the neighbouring Nordics, years in the market, and whether Sweden is a core market or one line in a 150-country list.
Swedish payroll handling, 15%
Monthly AGI per employee, the 20% karensavdrag on sick days, 12% holiday pay on the April-to-March year, state tax above SEK 643,000, pay on the 25th.
Pricing transparency, 15%
A published monthly fee in SEK, EUR or USD, with setup and exit costs stated. Custom-quote providers score lowest here whatever their Nordic depth.
The three I'd flag before you scroll.
Spotlight #1
GTS Nordic is the one Nordic specialist here with an owned Swedish office (provider claim), founded in Copenhagen in 1999, $100M+ in annual payroll for 500+ contractors. It publishes no price and has no public reviews, so the quote has to carry the fee, the collective agreement question and the pension answer. Ask for two Swedish client references.
Spotlight #2
Deel lists 150+ countries with owned entities in 100+ of them; the record does not say which entity employs staff in Sweden, so ask for the organisationsnummer. $599 a month published, setup from $0 to $1,000, volume discounts from ten seats. Platform breadth is the reason to pick it over a Nordic boutique.
Spotlight #3
Remote runs a 100% owned-entity model in 90+ countries with no partner layer and ranks first for EOR compliance on G2. $599 a month on annual billing, $699 month to month, no setup or termination fee. The record names neither the Swedish entity nor its pension arrangement; both belong in the quote.
GTS Nordic
GTS Nordic. Copenhagen-based Nordic specialist founded in 1999 with an owned office in Sweden (provider claim), $100M+ annual payroll, 500+ contractors. No published price, no public reviews. Best for agencies and employers whose hiring is Sweden and the Nordics first.
Deel
Deel. 150+ countries, 35,000+ customers, $599 a month with setup from $0 to $1,000 and volume discounts from ten seats. The record does not say which entity employs staff in Sweden; ask. Best for buyers who want Sweden inside a global programme on one platform.
Remote
Remote. Owned entities only, no partner layer, first for EOR compliance on G2. $599 a month on annual billing, $699 month to month, nothing to pay at setup or exit. Pension handling is not in the record. Best for compliance-first buyers who want IP assignment nailed down.
Swapp Agency
Swapp Agency. Iceland-based since 2017, Sweden one of its five core Nordic markets, per-country pricing on the site, 3-day onboarding, car leasing add-on. A 2 to 10 person team and two payroll currencies. Best for small European firms hiring one or two people in Sweden.
Boundless
Boundless. Dublin-founded, part of Payoneer since January 2026, EOR from £149 / €175 / $199 a month with no setup fee and public cost calculators. Ask about continuity after the CEO left in February 2026. Best for European SMBs that want a published price.
Workmotion
WorkMotion. Berlin-based, first IEC Gold certified EOR (September 2025), SOC 2 and ISO 27001, €499 a month, setup not disclosed. WorkDirect covers 21 European markets; Sweden is not confirmed in the record. Best for European mid-market teams that want a certified compliance file.
Darwin Recruitment
Darwin Recruitment. STEM recruiter since 2001 with EOR in 14 countries, Sweden included: EUR 499 a month for office roles, EUR 799 for site engineers. EOR is one of seven service lines. Best for engineering firms that recruit and employ in Sweden through one supplier.
Multiplier
Multiplier. 150+ owned entities, $459 a month on annual billing or $499 monthly, no setup or exit fee, ESOP administration included. Support slows outside APAC hours; Swedish entity not named in the record. Best for mid-market buyers who want a flat published price.
G-P (Globalization Partners)
Globalization Partners. EOR since 2012, direct-entity model in 180+ countries, in-house legal teams, SOC 1, SOC 2 Type II and ISO. From $599 a month, setup and termination by negotiation. Best for regulated enterprises adding Sweden to a multi-country programme.
Oyster
Oyster. B Corp certified, 180+ countries, $699 a month (EUR 649), no setup fee but a refundable deposit in some markets. No 24/7 support, and the record says nothing about its Swedish entity. Best for remote-first teams that weigh the B Corp posture above the price.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify a Swedish EOR before signing.
Five tests to run on a Swedish EOR before signing.
Step 1
Ask for the legal name and organisationsnummer of the entity that will sign the employment contract, then look it up on Bolagsverket (bolagsverket.se, public search). A group name, or an Irish or Dutch entity with an unnamed Swedish partner behind it, is a bad answer.
Step 2
Ask for the Skatteverket registreringsbevis showing registration as an employer and F-skatt approval; both print from Skatteverket. Without the employer registration no AGI return can be filed in that entity's name. Ask for a redacted AGI confirmation from a recent month.
Step 3
Ask which collective agreement applies, a kollektivavtal or a hängavtal with Unionen, Sveriges Ingenjörer or another union, or for written confirmation that none does and how occupational pension is handled instead: ITP1 at 4.5% of pay up to 7.5 income base amounts and 30% above, plus the Fora or Collectum insurances, or a mimicked plan with its percentages. "A competitive pension" is not an answer.
Step 4
Ask whether the provider operates as a staffing agency under uthyrningslagen and how it applies equal treatment. Then ask for a sample Swedish contract: probation up to 6 months with 14 days' notice, 25 days' leave, 12% holiday pay, notice by tenure from 1 to 6 months. There is no statutory severance, so ask what an exit would cost in practice.
Step 5
Get a gross-to-net for a target salary with every line named: 31.42% arbetsgivaravgifter with no ceiling, occupational pension and insurances, municipal tax at about 32%, the 20% state tax above SEK 643,000, the 20% karensavdrag and 80% sick pay for days 2 to 14, the EOR fee and the FX margin on SEK. Then call two Swedish references.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
