Top 10 EOR Providers for Hiring in Italy (2027)
Italy's structural test is the Albo delle Agenzie per il Lavoro. Supplying staff to a client is somministrazione, reserved to agencies the Ministry of Labour authorises; an EOR without that authorisation relies on a legal reading a labour inspector can overturn. The second test is the Italian S.r.l. behind the contract. The ranking reads what each provider publishes about its Italian entity and model; the visura camerale is what you ask for in writing before signing. The top three answered with both.
How I scored this list
Five things weighted unequally.
Italian entity and legal model, 35%
An Italian S.r.l. in the Registro delle Imprese with an active INPS position, and a written answer on the somministrazione question: an Albo delle Agenzie per il Lavoro authorisation, or the legal basis relied on instead. "We have a partner" scores lowest.
CCNL and payroll handling, 25%
Correct CCNL classification by level, 13th and 14th month, TFR accrual, UNILAV, UniEmens and F24 filings, and an Italian-format gross-to-net on request.
Italian operating scale and tenure, 15%
Years active in Italy, headcount managed, Italian-speaking support for the employee.
Pricing transparency, 15%
A published per-employee fee, the FX margin on EUR payroll disclosed, no deposit surprises.
Dismissal and fixed-term expertise, 10%
Documented capability to run a giustificato motivo dismissal with CCNL notice and conciliation, and to manage the 12/24-month fixed-term limits and probation caps.
The three I'd flag before you scroll.
Spotlight #1
Deel tops the Italian list on breadth and on the answers it gave. 150+ countries with owned entities in 100+ markets by its own claim, 35,000+ customers, contractor and EOR in one platform, $599 a month published. On Italy it answered the entity and model questions in writing, which is the baseline this list requires; the CCNL question got a level-by-level answer, not a generic one.
Spotlight #2
G-P (Globalization Partners) created the EOR category in 2012 and runs a direct-entity model across 180+ countries, with in-house legal teams and SOC 1, SOC 2 Type II and ISO certifications. For Italy that means the employer of record is G-P's own entity, not a partner; the fee starts at $599 flat with statutory costs billed on top, so ask for the TFR and 13th-month lines on the quote.
Spotlight #3
Remote runs 100% owned entities in its 90+ countries and no partners, which removes the worst answer to the somministrazione question before you ask it. #1 for compliance on G2, $0 setup, $599 a month on annual billing or $699 month-to-month, and the strongest IP assignment framework in the market, which matters for Italian engineering hires.

Oyster

Workmotion
Workmotion. Berlin-based compliance EOR, €499 a month, SOC 2 and ISO 27001, first IEC Gold certified EOR. WorkDirect registers you as the direct employer in 21 European markets. Best for European mid-market buyers who may later want their own Italian employer registration.
Playroll
Playroll. 180+ countries, $399 a month published, no setup fee and no minimum commitment, dual-side support for employer and employee, backed by the VAT IT Group. Best for SMBs hiring one or two people in Italy on a flat, honest price.

Every provider on this list can post its badge. Free, no form: copy the code and paste it on your site. The link back to this list is the only condition, and the badge follows the ranking when it is refreshed.
The badge links to the ranking it refers to, is not altered, and comes down if the provider leaves the list.
How to verify an Italian EOR before signing.
Five tests to verify an Italian EOR provider before signing.
Step 1
Ask for the Italian entity's legal name and its visura camerale from the Registro delle Imprese (registroimprese.it, run by the Chambers of Commerce). Check the REA number, the partita IVA, the legal form (usually S.r.l.), active status and the registered activity. A provider that offers a foreign parent's registration instead has no Italian employer.
Step 2
Ask for the INPS contribution position (matricola) and the INAIL position, plus a current DURC, the certificate that the employer is up to date with INPS and INAIL. The DURC is dated and expires after 120 days; an expired or missing one means contributions may not be flowing.
Step 3
Ask the legal-model question in writing. Supplying staff who work under a client's direction is somministrazione di lavoro, reserved to agencies authorised by the Ministry of Labour and listed in the Albo informatico delle Agenzie per il Lavoro. Ask for the Albo number, or for the written legal basis the provider relies on instead. "We have a partner" is the worst answer.
Step 4
Ask which CCNL and level they will apply to your role (Commercio, Metalmeccanici, Terziario and others) and why. The CCNL sets the minimum pay, the 13th and 14th month, notice, probation and leave. A provider that cannot name the CCNL before the quote cannot price your hire.
Step 5
Get an Italian gross-to-net with every line named: employer INPS around 30% (23.81% pension share), INAIL 0.5–3%, TFR 6.91% accrual, employee INPS 9.19%, IRPEF withholding at 23%, 33% and 43% plus regional and municipal surcharges, the 13th and 14th month, and the EOR fee. Then ask for the FX margin on EUR disbursement and two reference customers with Italian headcount.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
