Top 10 EOR Providers for Hiring in Denmark (2027)
Denmark issues no licence for leasing staff. The test is quieter: which CVR-registered entity signs the contract, and which collective agreement, if any, it applies. Pay floors, the 37-hour week and the 8 to 12% pension come from agreements, not statute, so a quote that names none has a hole in it. I ranked the ten on what each record publishes: Danish presence, price, fees. Where a record is silent on its Danish entity, the take says so.
How I scored this list
Five things weighted unequally. Denmark has no licence for leasing staff, so the entity and the agreement carry the weight a licence carries elsewhere.
Danish entity and collective agreement, 30%
Whether the record names the CVR-registered entity that signs the contract and the collective agreement it applies. An owned Copenhagen office scored highest, an owned-entity claim with no Danish detail scored mid, silence scored low.
Danish statutory handling, 25%
Monthly eIndkomst reporting, ATP and Samlet Betaling, the Holiday Act (5 weeks at 2.08 days a month, holiday year from 1 September, FerieKonto or an approved scheme), Funktionærloven notice and the 2022 parental leave model.
Nordic scale and tenure, 15%
Years operating in Denmark, headcount employed there, and whether the office is owned or a partner's.
Immigration capability, 15%
Pay Limit Scheme applications (about DKK 514,000 a year in 2026) and Fast-track certification with SIRI for non-EU hires.
Pricing transparency, 15%
A published monthly fee, with setup, termination and FX charges stated before the call.
The three I'd flag before you scroll.

How to verify a Danish EOR before signing.
Five tests before signing with an EOR for Denmark.
Step 1
Ask in writing for the legal name and CVR number of the entity that will employ your staff. Look it up on datacvr.virk.dk, the free public register: the company must be active, with a Danish address and a registration as an employer. Ask for proof of the eIndkomst registration with Skattestyrelsen and of the ATP and Samlet Betaling account. A foreign entity "with a Danish partner" is the bad answer: then the partner is the employer, and you want its CVR number instead.
Step 2
Ask which collective agreement, if any, the entity applies, and at what pension rate. Denmark has no statutory minimum wage and no statutory pension beyond ATP, so an EOR that applies no agreement pays what the contract says and nothing more. A firm hiring out staff to your company is a temporary-work agency under the Act on Temporary Agency Workers, which gives the worker equal treatment with your own staff on pay and hours. "We follow local law" is not an answer here; the agreement name is.
Step 3
Ask for the draft contract and read three clauses. Holiday: 5 weeks accrued at 2.08 days a month from 1 September, paid through FerieKonto or an approved scheme, 12.5% for hourly staff or salary during leave plus the 1% supplement for salaried staff. Notice: the Funktionærloven ladder of 1, 3, 4, 5 and 6 months to month end, 1 month from the employee, probation of 3 months at 14 days. Written terms within a week of the start. A contract with a 20-day holiday clause has been copied from another country.
Step 4
For a non-EU hire, ask who sponsors. The Pay Limit Scheme needs a salary around DKK 514,000 a year in 2026, indexed, and the application goes through SIRI with the employer as sponsor; a Fast-track certified employer gets a shorter route. The EOR entity, not your company, must be the sponsor. If the provider cannot say whether it holds Fast-track certification, plan on the standard processing time.
Step 5
Get a gross-to-net for one employee at your target salary with every line named: AM-bidrag 8%, A-skat per the tax card, ATP DKK 99 employee and DKK 198 employer a month, Samlet Betaling at about DKK 15,000 a year, the pension rate of the agreement, holiday pay, the EOR fee, setup and offboarding fees, and the FX margin if you fund in another currency. The statutory lines are small; a quote that shows a 20% "employer cost" on top of salary is hiding the fee inside it.
How to Choose the Right EOR Provider
When evaluating EOR providers, consider these critical factors: compliance track record (zero violations is non-negotiable), transparent pricing (watch for setup fees, termination costs, and currency conversion markups), country coverage in your target markets, customer support quality (24/7 availability and response times matter), and platform usability for both HR teams and employees.
Also assess local expertise (do they have in-country specialists?), benefits administration capabilities, payroll accuracy (late payments damage employee relationships), contract flexibility (minimum commitments and exit terms), and technology integrations with your existing HR tech stack.
Don't overlook scalability (can they grow with you from 5 to 500+ employees?), data security (GDPR compliance and SOC 2 certification), and customer reviews from companies similar to yours. The cheapest option often becomes expensive when compliance issues arise or service quality suffers.
