Overview

Ukraine has one of Europe's largest software engineering talent pools, with exceptional depth in backend development, AI/ML, and cybersecurity. Despite the ongoing conflict, many Ukrainian tech professionals continue to work remotely — either from within Ukraine or from neighbouring countries — and Ukrainian talent remains highly sought after by European and US companies. An EOR provides the legal employment infrastructure for remote engagement, managing the complex wartime labor law provisions and handling payroll in UAH with the necessary FX controls.

PAYROLL & SETUP

Setting Up Payroll in Ukraine

Ukrainian payroll runs monthly with salaries paid in UAH. The Unified Social Contribution (ESV) is set at 22% of gross salary — paid entirely by the employer — and covers pension, health, and unemployment insurance. Personal income tax is withheld at a flat rate of 18%, plus a 1.5% military levy applicable to all employees. An EOR handles eSocial registration, monthly ESV and PIT filings via the State Tax Service, payslip issuance, and the quarterly labor reports required under the Labor Code. Given ongoing currency controls, any USD or EUR-indexed salary components must be structured carefully through licensed Ukrainian banks.

Labor Laws

Key Labor Laws &
Requirements

Employment Contracts

  • Written contract required
  • Governed by Labour Code of Ukraine
  • Probation up to 3 months

Leave & Time Off

  • 24 calendar days annual leave minimum
  • Sick leave covered by Social Insurance Fund
  • Maternity leave 126 days (70 before, 56 after)

Termination Rules

  • 2 weeks notice minimum
  • Severance 1 month salary for redundancy
  • Wartime dismissal rules subject to special legislation

COMPLIANCE

Wartime Labor Law Compliance in Ukraine

Ukraine's labor framework has been significantly modified since the introduction of martial law in February 2022. Employers can temporarily suspend employees (with reduced pay) due to war-related operational disruptions, reduce notice periods for certain terminations, and relocate employees without the standard procedural requirements. However, core protections remain: dismissal without cause during mobilisation is prohibited, and employees called up for military service retain their employment rights and positions. An EOR keeps track of wartime legislative changes — which are updated frequently — and ensures employment contracts, suspension arrangements, and termination procedures comply with the current version of the Labor Code and martial law decrees.

Key Challenges

  • Active conflict zone — significant operational risk
  • Special wartime labour law provisions apply
  • Power infrastructure disruption
  • Currency controls and FX restrictions on UAH
  • Talent displacement due to war
