Overview

Sweden runs on collective agreements rather than statute. No law sets a minimum wage; Unionen, Sveriges Ingenjörer and the employer federations set the floors, and an EOR without a kollektivavtal or hängavtal has to say in writing how it replaces the ITP pension and the Fora insurances. Employer contributions are 31.42% of gross with no ceiling. Add occupational pension and insurance and a mid-level salary costs 36 to 40% above gross before the EOR fee. Income tax is withheld monthly and reported per employee in the AGI return. Onboarding through an EOR takes 2 to 5 days.

PAYROLL & SETUP

Setting Up Payroll in Sweden

Swedish payroll is monthly, paid on the 25th by convention. An employer registers with Skatteverket as arbetsgivare, and a company trading here needs F-skatt approval and an organisationsnummer from Bolagsverket. Employer contributions (arbetsgivaravgifter) are 31.42% of gross pay in 2026 with no ceiling: 10.21% pension, 12.62% general payroll levy, the rest health, parental, unemployment and work-injury lines. Only the 10.21% applies to staff born 1938 to 1958, and from 1 April 2026 to 30 September 2027 a 20.81% rate covers the first SEK 25,000 a month for employees born 2003 to 2007. Where a collective agreement applies, ITP1 adds 4.5% of pay up to 7.5 income base amounts and 30% above, plus the Fora or Collectum insurances. There is no statutory minimum wage. The EOR withholds municipal tax (about 32% on average) and the 20% state tax above SEK 643,000, then files the per-employee AGI return every month.

COMPLIANCE

Collective Agreements and LAS Termination Compliance in Sweden

Dismissal under LAS needs sakliga skäl, the objective-grounds wording of the 2022 reform, and redundancies follow the turordning seniority list with a few exemptions for small employers. Employer notice runs from 1 month under 2 years' tenure to 6 months from 10 years; the employee gives 1 month. There is no statutory severance, only what the collective agreement or a negotiated exit provides. Probation lasts up to 6 months and either side can end it on 14 days' notice. Staff placed through a third party fall under the agency-work act (uthyrningslagen) and its equal-treatment rule, so an EOR should state whether it operates as a staffing agency and which agreement covers the employee.

Key Challenges

  • 31.42% employer contributions with no ceiling, plus ITP pension on top
  • No statutory minimum wage: pay floors sit in collective agreements
  • Dismissal needs sakliga skäl and follows the LAS seniority order
  • State tax of 20% above SEK 643,000 pushes senior packages up
  • The agency-work act (uthyrningslagen) covers staff leased through a third party
