Hiring in Tunisia: Complete Guide 2027
Everything you need to know about hiring and managing employees in Tunisia

Overview
Tunisia runs on one social fund, the CNSS, at 16.57% employer and 9.18% employee on the whole salary, no ceiling. Add the 1% vocational training tax, the 1% FOPROLOS housing levy and a work-accident premium of 0.4 to 4%, and the employer on-cost lands between 19 and 22%. The number that moves the total is the EOR fee: at $300 to 600 a month against a developer salary of TND 3,000 to 5,000, the fee weighs more than the contributions. Income tax runs on eight brackets from 0% to 40%, withheld monthly by the employer.

Setting Up Payroll in Tunisia
A Tunisian employer exists on three registers: the RNE for the company number, the Ministry of Finance for the matricule fiscal, and the CNSS for the employer affiliation number. Contributions under the general private-sector regime are 16.57% employer and 9.18% employee on the full salary, no ceiling, paid quarterly by the 15th of the month after each quarter. On top come the vocational training tax (TFP, 1% in most sectors, 2% in some), the 1% FOPROLOS housing levy and work-accident insurance at 0.4 to 4% by activity (décret 95-538). Income tax (IRPP) is withheld monthly on the eight brackets of the 2025 finance law, 0% up to TND 5,000 a year and 40% above TND 70,000, plus a solidarity surcharge of under 1%. The SMIG under décret 67-2026 is TND 554.736 a month on the 48-hour regime and TND 470.251 on 40 hours. Salaries are paid monthly in dinars. The EOR files the quarterly CNSS return and the monthly withholding.

Termination Rules
- Real and serious cause plus one month's notice

COMPLIANCE
Fixed-Term Contracts and Dismissal Compliance in Tunisia
The Code du travail (loi 66-27) allows a CDD for up to four years in total; past that the relationship is a CDI. Probation follows the sector collective agreements: six months for execution staff, nine for supervisors, twelve for cadres, renewable once. A dismissal needs a real and serious cause and one month's notice (article 14 ter); severance is one day of pay per month of service, capped at three months' pay (article 22). Economic dismissals go through the regional Commission de contrôle des licenciements. A foreign hire's contract must be visa'd by the Ministère de l'Emploi, and a company that passes a small share of foreign staff needs an authorisation. An EOR that says a non-Tunisian needs no permit is giving the wrong answer.
Key Challenges
- CNSS at 25.75% combined on the whole salary, no ceiling, declared quarterly
- Probation runs to 12 months for cadres under the sector agreements, renewable once
- A foreign hire's contract must be visa'd by the Ministère de l'Emploi
- The dinar is not freely convertible: payroll is funded through a Tunisian bank
- Economic dismissals pass through the regional Commission de contrôle des licenciements
