Overview

Uganda is the cheapest employer in East Africa on paper. The only mandatory social charge is NSSF: 10% from the employer and 5% from the employee on the full gross, no ceiling, mandatory for every employer since 2022. There is no statutory minimum wage in force, so pay is whatever the contract says. The Employment Act 2006 (Cap. 226) sets probation at up to six months, notice at two weeks to three months and annual leave at 21 days. An EOR fee of USD 250 to 500 a month weighs more here than in Europe because Kampala salaries are lower: budget 25 to 45% on top of gross.

PAYROLL & SETUP

Setting Up Payroll in Uganda

Payroll in Uganda runs monthly in Ugandan shillings. An employer needs a URA TIN, a PAYE registration, an NSSF employer number and a workplace registered with the Labour Office; every employee needs their own URA TIN before the first payslip. NSSF takes 15% of gross with no ceiling, 10% paid by the employer and 5% deducted from the employee, filed and paid by the 15th of the following month. PAYE for residents is computed on gross before the NSSF deduction: nil up to UGX 235,000 a month, 10% to 335,000, 20% to 410,000, 30% above that, and a further 10% on the part of income above UGX 10,000,000. Local service tax is a small annual levy to the local council, deducted by the employer. There is no minimum wage in force: the 1984 order is dead letter. An EOR files the monthly PAYE and NSSF returns, issues the payslips, remits the local service tax and keeps the NSSF clearance certificate current.

COMPLIANCE

Notice, Severance and Work Permits in Uganda

The Employment Act 2006 (Cap. 226) requires written particulars within 12 weeks and allows probation of up to six months, extendable once. After probation, notice runs from two weeks for six months to a year of service up to three months beyond ten years, or pay in lieu. Severance allowance is due after six months of continuous service for unfair dismissal, redundancy and the other section 87 cases, at a rate the employer and the worker agree: the Act sets no formula, so write one into the contract. An unfair dismissal claim goes to the Labour Officer first, then the Industrial Court. A foreign hire needs a class G work permit from the Directorate of Citizenship and Immigration Control, with a Ugandan understudy where required.

Key Challenges

  • No statutory minimum wage: the offer letter sets the floor
  • PAYE reaches 30% at UGX 410,000 a month and 40% above UGX 10 million
  • Severance allowance after 6 months, with no statutory formula
  • Class G work permits for foreign hires, often with a Ugandan understudy
  • No EOR licence, so the entity check rests on URSB, URA and NSSF records
