Overview

Jordan has a clear rulebook. Labour Law 8 of 1996 sets the contract, the 48-hour week and the notice; the Social Security Corporation collects 21.75% of the declared wage, 14.25% from the employer and 7.5% from the employee; income tax, 5% to 30%, is withheld monthly. The minimum wage is JOD 290 a month, fixed through 2027 by the Tripartite Committee. For a foreign company the hurdle is paperwork, not cost: an Arabic contract, an SSC employer file and, for a non-Jordanian hire, a Ministry of Labour work permit. An EOR with a Jordanian company carries all three.

PAYROLL & SETUP

Setting Up Payroll in Jordan

Jordanian payroll runs monthly in dinars. An employer registers with the Companies Control Department, takes a tax number from the ISTD (Income and Sales Tax Department) and opens an employer file at the SSC (Social Security Corporation). SSC contributions are 21.75% of the declared wage up to a ceiling the SSC indexes: the employer pays 14.25% (old age, disability and death 11%, work injury 2%, maternity 0.75%, unemployment 0.5%), the employee 7.5%. The law provides a cut in the employer's old-age share for Jordanians under 30 in a first job, pending a bylaw. Income tax is withheld monthly: 5% on the first JOD 5,000 of taxable income, then 10%, 15% and 20% on the next three bands of 5,000, 25% up to JOD 1,000,000 and 30% above, after exemptions of JOD 9,000 for the taxpayer and 9,000 for the family. Minimum wage: JOD 290 a month through 2027. An EOR files the SSC declaration, the ISTD withholding return and the annual reconciliation.

COMPLIANCE

Work Permits and Termination Compliance in Jordan

Two rules decide most disputes. The first is nationality: a non-Jordanian needs a work permit from the Ministry of Labour, tied to the employer's establishment file and renewed each year with a fee; some professions are closed to foreigners. The second is how a contract ends. An unlimited contract takes one month's notice; if the employer ends it outside the lawful causes of article 28, article 25 of Labour Law 8 of 1996 adds half a month's pay per year of service. Workers outside the SSC get a gratuity of one month per year instead of a pension. Probation is capped at three months, and the contract must be in Arabic or it counts for little in court. An EOR with a Jordanian company carries the permit file and the exit calculation.

Key Challenges

  • Employment contracts must be written in Arabic
  • Work permits for non-Jordanians come from the Ministry of Labour, with annual fees and closed professions
  • Half a month's pay per year of service on top of notice when an unlimited contract ends without lawful cause (article 25)
  • 48-hour week over six days, 14 days' annual leave, 21 after five years
  • SSC registration from day one at 21.75% of the declared wage
