Overview

Qatar levies no income tax on salaries and no social security on expatriates, the large majority of hires. Qatari nationals fall under the pension scheme of Law 1 of 2022, with employer and employee contributions paid to the GRSIA. The employer's cost sits elsewhere: an end-of-service gratuity of at least three weeks' basic wage per year (article 54 of Law 14 of 2004), housing and food allowances where not provided in kind, a return air ticket, and the health cover the 2021 insurance law requires. Budget 10 to 15% on top of a mid-level salary, before the EOR fee.

PAYROLL & SETUP

Setting Up Payroll in Qatar

Payroll is monthly, in riyals, and every wage goes through the Wage Protection System: a bank transfer within seven days of the due date, reported to the Ministry of Labour. The employer needs a commercial registration (Ministry of Commerce and Industry), an establishment card (Ministry of Interior), a Ministry of Labour file and a WPS registration; the GRSIA is added for Qatari staff. Nothing is withheld from an expatriate's pay. Qataris and their employer contribute to the pension under Law 1 of 2022; check the GRSIA table for the rates. The minimum wage under Law 17 of 2020, in force since March 2021, is QAR 1,000 basic a month plus QAR 500 for accommodation and QAR 300 for food where the employer provides neither. An EOR files the WPS file, accrues the gratuity monthly and carries the health insurance; its quote must show how it accrues the gratuity and whether the allowances sit inside or on top of the salary.

Labor Laws

Key Labor Laws &
Requirements

  • Probation up to 6 months, once per employer
  • QFC entities follow QFC employment regulations

Leave & Time Off

  • 3 weeks' annual leave, 4 after five years
  • Maternity 50 days paid after a year of service
  • Sick leave paid on a scale after 3 months' service

Termination Rules

  • Notice 1 month up to 5 years of service, 2 months beyond
  • Gratuity of at least 3 weeks' basic wage per year after one year

COMPLIANCE

Establishment Card, Visa Quota and End-of-Service Compliance in Qatar

A foreign hire needs a work visa, a residence permit and a QID, all issued against the employer's establishment card and the quota the Ministry of Labour has approved for it. An EOR without its own card cannot sponsor anyone; its partner becomes the legal employer. The written contract is attested by the Ministry of Labour; probation runs up to six months, once per employer. Since 2020 the no-objection certificate is gone and a worker can change employer with notice: one month up to five years of service, two beyond (article 49). Annual leave is three weeks, four after five years (article 79); maternity 50 days paid after a year; the week is 48 hours, 36 in Ramadan. QFC companies follow QFC employment regulations, not Law 14 of 2004.

Key Challenges

  • Every hire needs a work visa, a residence permit and a QID under the employer's own quota
  • End-of-service gratuity: three weeks' basic wage per year, on the last wage
  • Housing and food allowances, return ticket and health cover sit on top of salary
  • Wages must clear through the WPS within seven days
  • QFC companies follow their own employment regulations, not Law 14 of 2004

Country Highlights
